FERC Cites ‘Concerns’ with Southern Star Lateral Project, Orders Pipe to Respond
FERC has ordered Southern Star Central Gas Pipeline Inc., formerly Williams Gas Pipelines Central, to respond to the agency’s “concerns about the progress” on the pipeline company’s lateral project in Kansas and Missouri.

Trinidad’s Energy Minister Eric Williams told Reuters New Service this week that Trinidad and Tobago is considering investing in a liquefied natural gas (LNG) import terminal in the United States. He did not say whether an existing or proposed terminal was being considered. Trinidad is the largest supplier of LNG to the United States. The Atlantic LNG joint venture, which includes The National Gas Company of Trinidad, BP, BG Group, Repsol and Tractebel, currently has three LNG supply trains operating and a fourth under construction. Trinidad and Tobago produces about 2.8 Bcf/d currently, and the government expects output to rise to about 3 Bcf/d by the end of the year.

Due to a storm-related power failure Monday afternoon at the Opal Plant, operator Williams Field Services said it planned to make Cycle 4 nominations cuts of 200-250 MMcf “from a current delivery nomination of 1,014,275 Mcf.” However, a WFS spokesman said the power outage lasted only about three hours and that Gas Control had reported a sendout of close to 1 Bcf that day, so apparently any curtailments were minor. No constraints were in effect Tuesday for Opal nominations of about 900 MMcf/d, he said.

Kern River reported being informed by Opal Plant operator Williams Field Services that cuts were being made in the Intraday 1 nominations cycle for Friday’s gas day due to continuing high water content in production from Jonah Field upstream of the plant. The problem did not appear to be as severe as it was Thursday when Duke Energy Field Services, operator of the Jonah gathering system, notified the pipeline of cuts in Intraday 4 volumes, Kern River said; “however, if conditions worsen there is a possibility for further cuts in the ID2 [Friday’s Intraday 2] cycle and throughout the weekend. Please call your suppliers to see if a supply realignment is necessary.”

Berry Petroleum Co. has completed its $48.6 million purchase of Uinta Basin properties from Williams Production RMT Co. The properties, located in the Brundage Canyon in northeastern Utah, currently are producing 1,800 net boe/d. Berry estimates the 43,500 acres have proved reserves of 8.6 million boe, comprised of 75% light oil and 25% natural gas. The company said it had identified more than 50 proved undeveloped locations and 25 behind pipe recompletions within the productive area of the field. The Bakersfield, CA-based independent also announced that Logan Magruder has joined the company as vice president of the Rocky Mountain and Mid-Continent Region. Magruder held similar positions with Calpine Corp. and Barrett Resources, and has served as a consultant for Berry since Feb. 2003.

CA Sellers Seek Delay in Comments on Gas Component of Power Refunds
A group of California power generators — led by Reliant, Williams, Mirant and Dynegy — last week asked FERC to either extend the deadline for comments on whether to reduce the wholesale natural gas costs used in calculating power refunds to the state, or postpone the proceedings related to California’s request for $8.9 billion in refunds until the gas issue is settled.
