Duke/Fluor Daniel has been awarded a contract by West GeorgiaGenerating Co. L.P., a subsidiary of Sonat Energy Services, toprovide engineering, procurement and construction services for a650 MW dual fuel, gas and distillate oil-fired power plant in UpsonCounty, GA. The power plant will be designed to use four PG7241(FA) gas turbines in simple-cycle operation. The $180 million powerplant, which will be built within the Thomaston Industrial Park inUpson County, is expected to be fully operational by June 1, 2000.A significant portion of the electricity from the plant will besold to Georgia Power under an existing power sales agreement.

West Rebounds Lead Slightly Firmer, Quiet Market
Finding little if anything impressive in the way of newinfluences, cash prices in general decided to take it easy Monday.Other than some sizeable western increases, which consisted mainlyof regaining price territory lost on Friday, most quotes were flatto slightly higher. A moderately softer screen combined with hotweather and no sign of an Atlantic tropical storm gave the marketlittle guidance, a Midcontinent trader said. Storage activityseemed little changed from last week, he said.

Transwestern will shutdown Station 1 (Kingman) for automationbeginning Sept. 1. The station should be back up Nov. 31. CurrentWest of Thoreau capacity is 950,000 MMBtu/d. This will be cut toabout 875,000 MMBtu/d during the outage.
General Market Gains About a Nickel; West Weakest
Despite flatness at a few mostly western points, the overallmarket pushed higher by around a nickel or so Tuesday. Electricgeneration stresses had faded in the Northeast, but early screensupport and rising air conditioning load in the South-and to amilder extent in the Midwest-combined for the cash gains.
Western Increases Contrast With Eastern Flatness
While eastern markets meandered around in a generally flatperformance Monday, the West was achieving significant gains ofabout a nickel or more. Topping the list was San Juan Basin, wheresupply outages helped drive quotes up by about 15 cents. Prices inthe Rockies, Pacific Northwest and western Canada also were strongdue to cold weather. It snowed in Calgary Monday morning, onesource said, adding this is late in the season for snow but not arecord for Calgary.

Reliant Energy improved its West Coast portfolio last week byannouncing a six-year agreement with the Springfield, IL municipalutility City Water, Light and Power (CWLP) to market its total 600MW generation. Financial terms of the deal were not disclosed.
