Northwest Expansion Approved
In a draft order the FERC approved Northwest Pipeline’s mainlineexpansion plans in the Columbia River Gorge area of WashingtonState. The expansion will add 10,870 horsepower of compression atthree existing stations, increasing mainline capacity by 50,000Dth/d between the Stanfield, OR, meter station, where Northwestinterconnects with PG&E Gas Transmission-Northwest, andNorthwest’s interconnect with Sumas International Pipeline (SIPI)near Sumas, WA. El Paso will will allow neither injections nor withdrawals whenit shuts in the Washington Ranch storage facility April 19-25 formaintenance. Saying the project will severely limit its flexibilityin controlling linepack, El Paso asked in advance for customercooperation in “balancing very closely” scheduled receipts anddeliveries.

Continuing the attack on the northwest U.S. electric generationmarket, Avista Energy Canada, a Washington Water Power (WWP)affiliate, announced Wednesday the acquisition of Coast PacificManagement Inc., a gas manager for industrials throughout BritishColumbia. Terms of the agreement were not disclosed, but the WWPaffiliate did say that Coast Pacific would be incorporated into itsVancouver operations. The deal became effective at the time of theannouncement.
