International Transmission Co. (ITC), a wholly-owned subsidiary of DTE Energy, has asked the Federal Energy Regulatory Commission to require that transmission “free riders” pay for the costs of using ITC’s transmission wires. ITC and its Michigan customers currently pay an estimated $15 million per year to cover the cost of uncompensated uses if its transmission system.

To assess the impact of future gas supply interruptions, the Energy Information Administration is considering the use of mandatory surveys after using emergency surveys in the past that followed volatile swings in supplies and prices. EIA surveyed gas and distillate energy markets last winter in an emergency survey to gauge the impact on prices during fuel switching.

Tuscarora Gas Transmission Co. wants to expand its 229-mile pipeline system extending from Malin, OR, to capture a growing Nevada market. Under an application filed with the Federal Energy Regulatory Commission, it would add three compressor stations and a 14-mile pipeline extension to nearly double capacity to 220 MMcf/d, up from its current 124 MMcf/d. The in-service date, if approved, would be late 2002.

Sierra Pacific Resources Co. wants to build a $300 million highcapacity transmission project to serve the growing population insouthern Nevada. The 500-kilovolt transmission project wouldprovide about 3,000 MW of generating capacity now proposed near LasVegas, with completion by 2003.

Mexican officials are working to add 10 new power generationprojects this year alone to guarantee the country has an adequatesupply of electric power through 2006. Energy Minister ErnestoMartens said that based on current capacity and ongoing projects,the country only has sufficient power to meet its growth demandthrough 2004.
