The proposed route and two alternative routes for Spectra Energy Corp.’s proposed Texas Eastern Transmission (Tetco) natural gas pipeline bisect a “very complicated” 66-acre property in Bayonne, NJ, owned by Texaco Downstream Properties Inc. (TDP) and should be realigned, the Chevron affiliate said in a Federal Energy Regulatory Commission filing. The site, which was previously a lubricant blending facility and light products terminal, “is well along in the approval process” to be redeveloped into a residential development, according to TDP. Chevron requested that the pipeline route be realigned, “preferably off the property, but at a minimum to an area on the property that does not interfere with the ongoing remediation, the unique physical characteristics of the property or the planned redevelopment of the site.” Chevron and Spectra both say they are working together to try to resolve the issue. The project calls for Tetco to build a 16-mile, 30-inch diameter extension from Tetco’s pipeline in Staten Island, NY, through Bayonne and Jersey City in New Jersey to a Consolidated Edison plant in Manhattan, as well as expand Spectra’s Algonquin Gas Transmission system (see NGI, Jan. 4). The proposed facilities would be capable of transporting up to 800 MMcf/d of Marcellus Shale gas to the region and are targeted for service in the fourth quarter of 2013.

Prices Soften at Large Majority of Points

The previous day’s decline of 22.2 cents by September futures obviously was more compelling to the cash market than forecasts of very hot weather continuing in the eastern half of the U.S. The result was falling prices at most points Tuesday.

Most Points Up Strongly; Freeze-Off Hassles Loom

Freeze-offs were becoming a very real threat to production Thursday as nearly all of the United States and Canada was experiencing lows in the 30s or below — often much below — that are expected to last into early next week in most cases. Abetted by a 37.2-cent futures gain a day earlier, most of the cash market responded to the onslaught of frigid weather with price spikes that exceeded a dollar in several cases, particularly in the Gulf Coast and Midcontinent.

Holiday Fails to Avert Cold-Related Price Gains

It appeared that many North American residents were destined to experience a “White Christmas,” but likely many wouldn’t be very happy about it as blizzard-like conditions were expected to cause major transportation snarls. Hot Forecasts, Screen Boost Nearly All Points

Forecasts of very warm to sizzling weather Tuesday across quite a few market areas, along with the 14.5-cent rebound by futures Friday and the return of industrial load from its typical weekend decline, were able to raise cash prices at nearly all points Monday. The source of some of the demand was obscure, though, because cooling trends are due at some western locations in the South and Midwest.
