David Ciarlone, Manager, global energy services, Alcoa Inc., has been named chairman of the Process Gas Consumers Group, filling the vacancy created by the retirement of Alex Strawn. In addition, Audrea Hill, senior director of raw materials / hedging, Potash Corp., has been elected Vice Chair, and Robert Cooper, director of energy, USG Corp., has been elected secretary/treasurer. Strawn, North American energy purchasing manager at Procter & Gamble, had been chairman of the group since 2004.

Sempra Energy’s Southern California Gas Co. (SoCalGas) has named Dennis Arriola as president and COO to fill the vacancy created when Anne Shen-Smith was named chair and CEO. SoCalGas Chairman and CEO Michael Allman resigned in June. Arriola returns after spending 14 years at the company and at Sempra; most recently he was CFO of San Jose, CA-based SunPower Corp. Between 1994-2008 Arriola had a variety of leadership positions at SoCalGas and related companies, the last as CFO of SoCalGas and Sempra’s San Diego Gas and Electric Co. Arriola has an MBA from Harvard and an undergraduate degree in economics from Stanford.
PG&E Corp. Taps DTE Energy Head as New CEO
PG&E Corp. said Tuesday it has named DTE Energy Anthony Earley, 62, as its new chairman, CEO and president, filling a vacancy created last April when the former PG&E head retired abruptly as the company’s San Francisco-based combination utility was facing mounting public criticism for its handling of the San Bruno pipeline rupture and explosion.

Gov. Arnold Schwarzenegger Tuesday filled a vacancy on the California Energy Commission (CEC) by appointing Karen Douglas, an attorney with the national group Environmental Defense, to the five-member panel that sites electric generation plants and does the state’s energy resource planning and research. Douglas fills the CEC seat designated for an attorney. The appointment requires confirmation by the California Senate. The other CEC positions, all currently filled, are designated by law to come from the environmental, economics, science/engineering, and general public sectors. Douglas was the environmental group’s Director of the California Climate Initiative, helping build the organization’s climate team. She was one of the key environmental lobbyists helping to craft and get passed the state’s 2006 Global Warming Solutions Act (AB 32).
Arizona Regulator Resigns; Governor Names Aide to Fill Vacancy
With the resignation of a regulator facing possible impeachment, Arizona Gov. Janet Napolitano last Thursday named one of her aides to the five-member, elected Arizona Corporation Commission (ACC) to fill out the term of the departed commissioner. Kristin Mayes, the governor’s press aide, assumed a seat on the ACC, for which she will have to campaign in the November 2004 election for a full term.
