Oregon Bradwood LNG Backer Gets Heat for Survey

A private opinion poll and mailing among voters in an upcoming county ballot referendum has sparked a controversy in Oregon aimed at NorthernStar Natural Gas and its proposed Bradwood Landing liquefied natural gas (LNG) receiving terminal along the Oregon side of the Columbia River a few miles from where the river and Pacific Ocean meet. Part of the proposed project would include a natural gas transmission pipeline to take the regasified LNG supplies about 125 miles east to major transmission pipelines in the load center in and around Portland and the Willamette Valley.

Constellation Seeks Expedited FERC Action on Price Caps

Based on “the urgency of the situation caused by the nexus between the upcoming storage injection season and the lack of clarity in Commission policy,” Constellation Energy Commodities Group Inc. has submitted an emergency request for expedited action on FERC’s notice of proposed rulemaking (NOPR) to remove the price cap on short-term releases of transportation capacity and provide a partial exemption for capacity released under asset management arrangements (AMA).

Transportation Notes

ANR noted Thursday that weather forecasts in much of its market area for Friday through the upcoming weekend “project temperatures near or below zero degrees Fahrenheit.” In order to preserve system integrity, ANR declared an Extreme Condition that begins Friday until further notice and will lower the “Swing Percentage” (imbalance tolerance) from 10% to 5%. In addition, ANR is not allowing any Unauthorized Overrun service under various rate schedules and will not schedule any Interruptible Park and Lend Service until further notice. Traders Mull Lower Supplies; January Advances 10.6 Cents

Natural gas traders are relying more heavily on upcoming weather patterns to determine short-term price direction rather than focusing on storage or demand patterns. The most important demand pattern natural gas futures traders were concerned about Tuesday was the supply of contracts, and the buyers prevailed. January natural gas futures rose 10.6 cents to $7.141 and February added 10.2 cents to $7.278.

The Bureau of Land Management (BLM), which had received a flurry of protests calling for the removal of nearly all 172 parcels from an upcoming oil and gas lease sale in Colorado, said last Tuesday it will defer 37 of the parcels “in order to conduct additional analysis and public outreach with local communities.”

Most Prices Fall as Weather, Futures Support Fade

Yielding to moderating weather forecasts, a 16-cent near-month drop the day before and suspicions that the upcoming storage report (to be released around noon EDT Wednesday due to the holiday) could reveal another small injection, the cash market fell in most cases Tuesday. Only a few western points that were between flat and about a nickel higher averted a clean sweep of softness.

Senate Leader Says OCS Drilling Priority in Lame-Duck Session

Senate Democratic Leader Harry Reid of Nevada, who appears destined to be the next majority leader, said Wednesday one of his priorities during the upcoming lame-duck session is to reach a deal to open up more of the Outer Continental Shelf (OCS) to oil and natural gas drilling.
