Although gas supply and power contracts probably won’t be signeduntil next year, California’s first major merchant generation plantis expected to get its final state regulatory approval next weekand break ground this summer north of Sacramento in Sutter Countynear the agricultural town of Yuba City. A set of environmentalconcessions by the project sponsor, San Jose, CA-based CalpineCorp., pushed it into the lead spot among seven other projectsundergoing the state regulatory approval process. Projectfinancing, gas supply contracts and power supply deals will all bewrapped up in the second and third quarters of 2000, according toCalpine’s Sutter project manager, Curt Hildebrand.

The Oklahoma Corporation Commission (OCC) has delayed the startdate for retail gas unbundling in the state from Oct. 1, 1999 toJune 1, 2001. Retail unbundling affects gas utilities serving morethan 25,000 customers. The commission order delaying unbundlingalso allows groups wanting to propose competitive purchase programsat earlier dates to submit their proposals for commissionconsideration.

Don D. Jordan, chairman and CEO of Reliant Energy, will besucceeded by R. Steve Letbetter as CEO June 1. Jordan will remainchairman of the board until Dec. 31, 2000.

FERC last week put off a final ruling on the troubled merger ofAllegheny Energy and DQE Inc., parent of Duquesne Light, until thepartners decide how they want to resolve some serious competitiveconcerns. The Commission gave them the option of divesting DQE’s570-MW Cheswick Generating Station or proceeding to hearing ontheir own mitigation measures, which include relinquishing controlof the Cheswick output on a short-term basis and joining theMidwest independent system operator (ISO).

The futures market moved quietly higher in fairly subduedtrading on Friday until a round of position squaring and freshbuying boosted the market before the close. That was enough topropel the September contract above its recent trading range tosettle at $1.877, a 6-cent advance on the day.

Fearing a weekend threat to system integrity from oversupply,Sonat implemented an OFO Type 6 effective Saturday (July 25) untilfurther notice. The OFO carries tiered penalties of up to $15/dthfor positive imbalances exceeding 8% of allocated deliveries.

In an 11th-hour move yesterday, California regulators delayeduntil August a proposed interim action that would expand naturalgas unbundling and set an aggressive schedule for a final gasrestructuring decision by year end. The proposal, which includesunbundling billing and eliminating any restrictions on current gasaggregation among residential and small business customers, will beconsidered when the California PUC meets again Aug. 6.

The sun likely won’t set on the Gas Industry Standards Boarduntil at least the end of 2001. After about an hour of debateThursday, the GISB board of directors voted to extend GISB’s sunsetclause from Dec. 31, 1998 to Dec. 31, 2001. Had the board notextended the clause, GISB would have ceased to exist at year-end.The original resolution called for extending the clause to Dec. 31,2000. Some on the board wanted to do away with the clause. Hadthere been enough support for that, future disbanding of GISB couldresult only from a majority vote by the board. Others wanted thesunset clause not to come up again for four or five years. GISBExecutive Director Rae McQuade said she was happy with the boarddecision.
