Uniform electricity markets across the Northeast and Mid-Atlantic regions moved one step closer to becoming reality last week as electricity market administrators, Independent System Operator (ISO) New England Inc. and PJM Interconnection LLC, reported that they have teamed up with systems developer ALSTOM ESCA Corp. to formalize an agreement that will standardize their electricity markets. The ISOs also believe the model could be adopted by wholesale markets across the country.

Puget Sound Energy Inc. has called on FERC to levy price caps inthe Pacific Northwest bulk electricity markets that are equal towhat it ultimately decides to establish for the Californiawholesale market. Last week, the Commission proposed a “soft”$150/MWh price cap on wholesale sales of electricity in California.

In a remarkably uniform display of softness, prices fell byabout a nickel Tuesday at nearly every point across the board.Rarely has the market been so consistent with the great majority ofdeclines clustered within the range of 3-7 cents and with nogeographical bias.

FERC Offers Uniform Complaint Procedures
In another much-anticipated decision, FERC yesterday proposed anexpedited complaint process that would apply uniformly to all ofthe energy sectors that it regulates – natural gas pipelines,electric utilities, oil pipelines and hydroelectric concerns. Thecomplaint proposal, which was outlined in a notice of proposedrulemaking (NOPR), represented an “amalgam” of the best proposalsof the Interstate Natural Gas Association of America, the PipelineCustomer Coalition and the Electric Industry Dispute ResolutionWorking Group, said Chairman James Hoecker.
