Pacific Gas & Electric issued a low-inventory Stage 1 OFOfor today carrying penalties of $1/dth for negative imbalancesexceeding 5% of scheduled volumes.

NOVA restored its 16-inch Josephine Lateral in northwest Albertato service Saturday evening following a rupture caused bythird-party construction. The outage was isolated to a 7-kilometersection of the NPS 16 Josephine Lateral Loop about 30 kilometersnorth of Saddle Hills Compressor Station, NOVA said. The pipelinechanged its daily system imbalance tolerance to -2/+18% due to lowlinepack Saturday morning.

El Paso estimates one of the two compressor units at its Caprock(NM) Station will return to service by April 16, raising San JuanCrossover capacity to 600 MMcf/d from its current 580 MMcf/d. Itappears the other unit will remain unavailable until mid-May, thepipeline said.

Citing such factors as customer cooperation and recent storageactivity in March, ANR said it was able to rescind a Februarynotice requiring that interruptible storage customers under the MBSand DDS rate schedules draw their accounts down to a zero balanceby today. However, the pipeline added, due to abnormally highinventory balances remaining and overall operational concerns, itmust continue to limit interruptible injections “for theforeseeable future.”

Florida Gas Transmission reported completion of lowering its30-inch mainline at Station 7.5 in South Louisiana ahead ofschedule and has commenced lowering the 24-inch mainline. This workis expected to limit St. Landry volumes to 910 MMcf/d-65 MMcf/dbelow maximum-through April 10.

El Paso said Friday its Waha (TX) GE turbine is off-line againdue to a failed coupling on the field gas compressor. If expeditedtemporary repairs over the weekend prove successful, the pipelinesaid, the unit is expected to return to service around Wednesday.Otherwise, a new coupling will be available around April 6; anothershutdown would be required for its installation. The IMLWAHA pointis limited to 65 MMcf/d during the outage.

El Paso’s Caprock (NM) Station is down for emergency maintenancethat began Tuesday and will last at least through March 31. Afterthat point one of the two compressor units should be available, thepipeline said. San Juan Crossover capacity is being limited toabout 550 MMcf/d. El Paso encouraged shippers to use theTranswestern interconnect at Window Rock (AZ) to maximize flowsfrom San Juan Basin.

Northwest Pipeline experienced a leak Tuesday afternoon on itsVancouver (WA) Lateral. There were no injuries. Preliminaryinvestigation indicates third-party damage, the pipeline said.Service was disrupted to direct industrial customer Vanalco and toindustrial customers of LDC Northwest Natural Gas in the area untilbeing restored at 11:24 p.m. PST Tuesday.

Texaco, operator of Sea Robin Processing Plant, has notified SeaRobin Pipeline that the plant will be out of service formaintenance for about six weeks starting April 1. The pipeline willnot generate LTA nominations during that period.
