Canada’s National Energy Board (NEB) announced Tuesday that it has approved plans by TransCanada Corp. unit Nova Gas Transmission Ltd. (NGTL) to expand its Northwest Mainline, which would link natural gas supplies in the Upper Peace River region to markets in Canada and the United States.

Canada’s National Energy Board (NEB) has approved Enbridge Bakken Pipeline Co. Inc.’s plans to build the 77-mile Bakken Pipeline Project Canada, which would connect to the Enbridge Pipelines Inc. (EPI) Mainline and carry crude oil from the Bakken Shale to North American refinery markets.

TransCanada Teams With ATCO Pipelines to Better Serve Alberta

(NGTL) unit said Monday they have reached an agreement to provide seamless natural gas transmission service to customers in Alberta. The gas transmission model will utilize a single suite of services to provide integrated gas transmission service, which the companies expect to add value for customers as a result of seamless efficient service throughout the province.

A key factor contributing to greater revenues to the state of Alaska under TransCanada Corp.’s TC Alaska mega-pipeline proposal rather than a competing proposal advanced by major producers is that the producer plan financing is expected to be based on a higher level of equity requiring higher transportation rates and lower netback and royalty payments, according to the analysis and determination issued last Tuesday by state Commissioners of Natural Resources and Revenue.

Because of a suspected failure on TransCanada’s NPS 20 Peace River Mainline on the Alberta system upstream of the Meikle River Compressor Station, FT and IT Service in Segment 1 UPRM will be cut until further notice. Typical flow for the area is 5,500 E3m3/d or about 200 MMcf/d. The line has been isolated and field personnel are trying to visually confirm the suspected failure location in the remote marshy area of northwestern Alberta. The National Energy Board (NEB) has postponed the commencement of its RH-4-2001 TransCanada PipeLines Cost of Capital public hearing until Wednesday, Feb. 27, 2002. The hearing, which is expected to be long and contentious, had been slated to start Tuesday, Feb. 19. The NEB said it had decided on the postponement after considering the circumstances and arguments of the parties on a request for postponement from the Canadian Association of Petroleum Producers.

Transportation Notes

TransCanada said an unplanned outage occurred Tuesday at Station 211 due to exhaust problems with the C compressor unit. It expects to return 211C to service Friday. Due to increased demand at Niagara, discretionary service on the Kirkwall Lateral is being restricted. Diversions to Niagara and Douglastown may be affected, including diversions from Douglastown to Niagara, the pipeline said.
