Alliance Service Delay Extended To End of November

Alliance Pipeline conceded last week that its commercialin-service date will have to be delayed for the third time, thistime until the end of November, because of continued problems withdebris in the pipe and trouble getting the enormously complexcomponents of the system working in sync (see NGI, Sept. 11; Oct.23). The 1,900-mile project originally was supposed to be inservice Oct. 1.

Third Time is ‘No Charm’ for Bullish Technicians

Fueled by yet another bullish storage report released Wednesdayafternoon that dovetailed with an increasingly optimistic technicaloutlook, natural gas futures rocketed higher yesterday as localsand commercial traders reentered the market as buyers. However,after cresting near the all-time prompt month high of $4.60 earlyin the afternoon, the July contract was hit with a light wave ofprofit taking into the close. Nevertheless, July finished with aneat 17.3 cents gain to $4.551.

Senate Energy Committee Chairman Frank Murkowski (R-AK) saidthere will be a third mark-up session on electric competitionlegislation on June 7. About 30 amendments have been submitted formark-up so far. “We will have staff work to pare down the number ofamendments, and I will meet personally with Sen. [Jeff] Bingamanand staff to come to grips with the concerns.” Bingaman (D-NM) isranking minority member of the committee. Murkowski cited theextent of federal jurisdiction vs. state jurisdiction as the maindifference among committee members. “Secondary issues are thingslike benefit funds, renewable mandates and nucleardecommissioning…..” He urged committee members to come to termswith the idea of a comprehensive electric bill, adding “I’m notgoing to be the one who kills a comprehensive bill.”
