Canaccord Genuity is maintaining a natural gas price forecast of $3.50/Mcf for 4Q2012, with prices gaining 50 cents in 2013 and then moving to $5.00 for the long term, analysts said Friday.

Hurricane Isaac Takes Aim at New Orleans

Isaac, a Category 1 hurricane as of late Tuesday, was expected to make landfall near the mouth of the Mississippi River at about 7 p.m. CDT and then jog slowly through the night toward New Orleans before striking there early Wednesday, the National Hurricane Center (NHC) said.

Nebraska Governor Signs Oil Pipeline Law

As was expected, Nebraska Gov. Dave Heineman on Tuesday signed into law a measure allowing the Nebraska Department of Environmental Quality (NDEQ) to resume its review and oversight of an alternate route for the northern portion of the Keystone XL oil pipeline project. It is effective Wednesday.

Chevron, EQT Anchoring Texas Eastern Appalachia Expansion

Chevron U.S.A. Inc. and EQT Corp. marketing unit EQT Energy LLC have stepped up to be anchor shippers on Texas Eastern Transmission LP’s Texas Eastern Appalachia to Market (TEAM) 2014 expansion, Spectra Energy Corp.’s Texas Eastern said Thursday. The project is intended to deliver more Appalachian shale gas to markets in the Northeast, Midwest and southern United States.

Eagle Ford, Rockies Liquids Spur Mont Belvieu Expansion

The buildout of infrastructure to serve growing liquids-rich natural gas production from shale plays is continuing. Driven by natural gas liquids (NGL) production out of the Rockies and the Eagle Ford Shale of South Texas, Enterprise Products Partners LP plans to construct two more NGL fractionators at its Mont Belvieu, TX, facility. These would provide 150,000 b/d of incremental capacity. Pipeline construction also is under way.

Dave Neslin, who has helmed the Colorado Oil and Gas Conservation Commission (COGCC) for five years and who helped to shape and then implement more stringent statewide natural gas and oil regulations, is resigning effective March 1 to join Denver law firm Davis Graham & Stubbs LLP. Neslin, who joined the COGCC on an interim basis in late 2007, was instrumental in implementing the controversial drilling regulations that increased scrutiny of gas and oil production in 2009. Neslin was appointed to his current position in April 2009. Prior to joining the commission Neslin, an attorney, had been a partner in Denver law firm Arnold & Porter. No replacement has been named by the commission.

Tax Break Bill Could Help Pennsylvania Lure Ethane Cracker

A state official said a bill advancing in the Pennsylvania General Assembly that offers tax breaks to large businesses could also be used to help the state lure an ethane cracker and the thousands of jobs it would provide.

West Virginia Governor Signs Ethane Cracker Bill

West Virginia Gov. Earl Ray Tomblin signed a bill Thursday that offers tax breaks to companies that build an ethane cracker in the state, then jetted off to Houston to meet with Royal Dutch Shell plc executives about their plans to possibly build such a facility in the Mountain State.

North America Onshore Rig Count Flat in 2012, Says Schlumberger

North America’s land rig count is expected to be flat this year, with natural gas-directed drilling on the decline while liquids and oil drilling will strengthen, Schlumberger Ltd.’s CEO said Friday.
