Pacific Gas and Electric belatedly issued a systemwide Stage 2 high-inventory OFO for Wednesday on its California Gas Transmission system, setting penalties of $1/Dth for exceeding a 6% tolerance on positive daily imbalances. The OFO was extended through Thursday with much the same conditions except that the tolerance was tightened slightly to 5%.

Citing limited operational flexibility and mild weather, Tennessee issued a systemwide OFO Action Alert that will take effect Saturday for all balancing parties. They are required to maintain an actual daily flow rate not exceeding 2% of scheduled quantities or 500 Dth, whichever is greater, for overdeliveries into the system and undertakes from the system, Tennessee said.

Citing limited operational flexibility to manage imbalances, Tennessee said a systemwide Imbalance Warning will go into effect Saturday and require all delivery point operators “to keep actual daily takes out of the system equal to or greater than scheduled quantities regardless of their cumulative imbalance position. All receipt point operators are required to keep actual daily receipts into the system equal to or less than scheduled quantities regardless of their cumulative imbalance position.” If compliance is not sufficient, Tennessee said, it may take further actions, including contract- or meter-specific OFOs to maintain operational integrity.
