The Federal Energy Regulatory Commission issued acertificate for the project last Monday, accepting Transco’salternate incremental rate scheme, requiring signed 15-yearcontracts for 100% of capacity, and dismissing protests (see FERCDocket CP99-392)

CA Official Sees High Prices, Tight Power Supplies
Even a mildly hot summer in California this year could bringall-time high power price spikes and could put a severe strain ongenerating capacity, according to energy officials in theCalifornia General Services Department (GSD). Based on state datanow available, GSD officials told a California energy conferencelast Thursday prices could be two to three cents-per-kwh above lastyear’s averages for the three traditionally hottest months,although last year was designated as a “cool” summer.

“Owners of small businesses, intent on reducing their operatingcosts, are receptive to the idea of buying their energy supplies atreduced group rates through local or regional businessassociations,” according to a new study by RKS Research andConsulting. The North Salem, NY firm said a small businesssub-group, home-based businesses, would consider discountwarehouses and membership clubs for low-priced electricity offers.RKS also found a market emerging around the idea of bundledservices, including energy, local and long distance telephoneservice and Internet access all on one bill. While the small usersare interested in cutting costs, they can’t do without service.”Across the board, business owners say they seek long-termrelationships with suppliers who stress simplicity and ease ofuse…..They are willing to trade off price for service, qualitybrand name and convenience.”
Futures Up on Technical and Fundamental Considerations
Buoyed by strong demand for physical supplies and aggressivebuying under last week’s price chart gap, the natural gas futuresmarket continued to whittle away at last week’s collapse. Theremaining three months of the millennium received almost equalbuying interest Tuesday, with October, November and Decemberadvancing 11.6, 11.9, and 11.6 cents respectively. Estimated volumewas hefty, with 81,210 contracts changing hands.
