Chevron Seeking Terminal Site

Although no conclusions or commitments have been reached,Chevron is very actively pursuing studies leading to thedevelopment of a liquefied natural gas (LNG) receiving terminal ata still undetermined spot along the California coast to regasifythe equivalent of 500 MMcf/d of LNG from the Northwest Shelf offWestern Australia (see Daily GPI, March 20). Chevron is a one-sixthowner of the huge NW Shelf LNG Project involving 15 Tcf of gas nowbeing liquefied and shipped to markets in the Far East, and atwo-seventh partner in the not-yet-producing Gorgon Projectoffshore Western Australia.

DOE Studies Need for NE Pipes

If a new study under way by the Department of Energy (DOE) showsmore natural gas pipelines are needed to the Northeast, SecretaryBill Richardson said he will go to Congress to promote the pipes tohelp reduce the region’s historic dependence on higher-pricedheating oil.

FERC commissioners last week finalized revisions to rules foroff-the-record communications between commissioners and key staffand persons outside the Commission. Chairman James Hoecker said thenew rule (Order No. 607) provides a balance that “will supply theclarity and precision we need. They should facilitate better accessto information while ensuring the integrity of our processes.”

Studies See Super-Low Prices, Followed by Spikes

With weather forecasts producing bearish news at every turn andthe national storage reserves looming ever larger, Raymond James& Associates recently published a report projecting spotwellhead gas prices to drop below the $1.50/Mcf level before thebeginning of summer. The study gives the correlation between gasprices and storage levels, the onslaught of gas production, and theeffects of a third warm winter as reasons for its forecast. Thestudy also warns of a gas “price shock” in early 2000, when gasshortages run rampant and production is unable to keep up.

Nuke May be Converted to Burn Gas

The 580 MW Connecticut Yankee Atomic Power Co. nuclear projectin Haddam, CT, may be converted to burn natural gas on or before itis decommissioned if engineering studies now underway indicate sucha conversion is feasible.
