Saying its storage inventories are at or near reservoir guidelines, CIG declared a Strained Operating Condition (SOC) Thursday that will be in effect until further notice. “CIG’s ability to absorb imbalances caused by mismatches between scheduled receipts and deliveries or those imbalances arising from variations in actual gas flow from scheduled quantities is extremely limited,” the pipeline said. “This limitation includes capacity to handle storage injections in excess of each storage shipper’s Available Daily Injection Quantity (ADIQ) or inventory levels above Maximum Available Capacity (MAC).” Under the SOC, CIG said, injection rates in excess of ADIQ and/or inventory levels in excess of MAC are subject to unauthorized overrun charges.

After implementing a Strained Operating Condition (SOC) Friday, CIG has issued an OFO that will take effect Wednesday until further notice. The OFO was necessary to preserve system integrity and reliability, the pipeline said. As noted in the SOC posting, “CIG’s system is operating at an extremely high load factor. Further, CIG’s total storage inventories are currently at or near the operational field limits, including the largest field, Ft. Morgan, which is nearly at operational capacity. Because of these conditions, CIG does not have the ability to absorb imbalances caused by mismatches between scheduled receipts and deliveries or those arising from variations in actual gas flow relative to scheduled quantities. As stated in the SOC, capacity for interruptible storage injections is not available.” Conditions of the OFO include a requirement that interruptible storage customers withdraw the greater of 10% of current inventory or 5,000 Dth/d. El Paso set an imbalance tolerance of 10% in declaring a systemwide Strained Operating Condition Tuesday. “Due to a combination of supply underperformance and takes in excess of scheduled quantities, linepack is declining at a rate that is not sustainable,” the pipeline said, adding that its Washington Ranch storage facility was on maximum withdrawal. “Performance caps are being applied to supplies that are flowing at less than scheduled quantities. Customers are strongly encouraged to review their transport to ensure that their takes are in balance with their supplies and to ensure their scheduled supplies are performing as expected. If the situation does not improve, the imbalance tolerance will be reduced and a Critical Operating Condition could be declared,” El Paso said.

El Paso said it will place performance caps on nonperforming supplies, and will declare a Critical Operating Condition if the situation does not improve.

In addition, high demand for authorized overrun storage withdrawals may require CIG to allocate capacity among requesting shippers, it said.
