As his statewide summit on global climate change was getting under way in San Francisco Tuesday, California Gov. Arnold Schwarzenegger released the copy of a letter the governor sent to President George W. Bush Monday requesting that California be given a waiver from federal preemption of its greenhouse gas (GHG) emissions standards. Schwarzenegger was following up on a request his Resources Agency made last December.

Montana Cities to Offer $2B for NorthWestern
Unrelenting in their goal of creating a new statewide public power utility in Montana, five cities last week agreed to offer $2 billion, including assumption of $825 million in debt, to purchase the electricity transmission and distribution assets of South Dakota-based NorthWestern Corp, including facilities in the two other states in which it operates — Nebraska and South Dakota.
Local LNG Flak for CA Governor; Radio Address Urges Conservation
California Gov. Arnold Schwarzenegger kept pushing energy-saving messages for this summer in his weekly statewide radio address last weekend, but other news media picked up belatedly on the governor’s comments about liquefied natural gas (LNG) terminal siting in the state that he made in response to media questions last Thursday (see Daily GPI, June 24). The governor’s press office stressed that Schwarzenegger is waiting for the regulatory processes to be completed regarding both proposed onshore and offshore LNG terminals.
PG&E Eyes Added Gas Storage Capacity as Part of Procurement Plan
As part of the second phase of an ongoing statewide natural gas regulatory proceeding, Pacific Gas and Electric Co. earlier this month asked California regulators for approval to expand its injection and withdrawal capacities in natural gas storage for its gas procurement program covering core customers. The objective by the utility is to increase its ability to respond to extreme peak demand situations.

CA Energy Infrastructure Problems Simmer; Boiling Point 3-4 Years Off
While reiterating the ever-tighter intertwining of electricity and natural gas, a major statewide energy assessment by the California Energy Commission released Monday predicted that the next three years should be free of any large risk of a return of the supply/price meltdown of two years ago. However, without an integrated approach that addresses a wide variety of energy, environmental and economic needs, the state could be back in a crisis mode by 2007.

Oregon Trust Provides Statewide Energy Efficiency, Renewable Push
Funded by a surcharge on investor-owned utility customer bills, the Portland-based Oregon Energy Trust added natural gas and solar programs to ones for which it will provide incentives and energy efficiency programs to customers of the state’s major private sector utilities — Pacific Power, Portland General Electric and Northwest Natural Gas. The expanded programs for the 18-month-old nonprofit organization started earlier in July.
