A recent capacity auction conducted by the Natural Gas PipelineCo. of America (NGPL) was “unreasonable and unduly preferential,”FERC said last week, but it refused to overturn the auction’sresults, as was requested by producers and marketers. It gave thepipeline the benefit of the doubt on the latter point, saying thatNGPL had “followed an arguable interpretation of its tariff,” whichhad been approved by the Commission.

Market Stands Pat as Influences Remain Neutral
The overall market continued to consolidate mostly flatpositions Tuesday in another session of quiet trading and fairlytight price ranges. The little bit of movement tended to beslightly to the downside. Once again traders gleaned little in theway of guidance from a stagnant futures screen or from mild weatherfundamentals. A couple of sources seemed resigned to finishing outthe rest of the week in a sideways market.

NJ’s Energy Deregulation: Two Steps Forward, One Step Back
A battle over the role of municipal utilities in a deregulatedenergy market apparently stands in the way of final approval ofcomprehensive energy deregulation legislation in New Jersey.Tuesday, the state senate approved the bill, S5, containing anenergy deregulation package that would force the state’s gasindustry to allow supply competition statewide starting Dec. 31,and statewide electric generation competition starting August 1.The senate passed the bill by a margin of 28 to seven with threeabstentions and two senators not present. The bill then made itsway to the general assembly where, late Tuesday night, thelegislators amended it and sent it back to the senate.
Futures Volatility Takes Friday Off
For the second day in a row Friday, the futures market was ableto shrug off sizable losses in the physical market to trade oneither side of unchanged. No fresh news was seen to inspire theNovember contract outside its unusually narrow 3 cent trading rangeand the market was left to settle at $2.164, a 1.2 cent loss forthe day.
