The nine-member city council in Colorado’s second largest city, Colorado Springs (pop. 416,000), voted unanimously Wednesday to invoke a 60-day moratorium on oil and gas drilling within the city limits. The action was taken in an emergency meeting scheduled to look at exploration and production (E&P) activity.

Black Hills Joins Gas Rate Reduction Stampede
South Dakota-based Black Hills Corp.’s Colorado utility has proposed reducing its retail natural gas rates in the area around Colorado Springs, CO, by nearly $20/month for some residential customers. Black Hills Energy has asked state regulators to make the reduction effective June 1.

Northwest began an annual inspection of its Soda Springs Compressor Station Monday that is scheduled to run through May 22. Because primary firm nomination requests through the station exceeded the available capacity of 580,000 Dth/d, Northwest notified shippers of a Declared Deficiency Period that will continue through the end of the inspection.

Questar said Friday it had experienced mechanical failure on a compressor at the Oak Springs Station. Nominations through Saturday there were reduced to 175,000 Dth/d, which is the level that can be physically delivered to Kern River-Goshen (formerly Elberta; see Daily GPI, May 1), Questar said. It was not known Friday how long the unit would be down for repair.

To facilitate the transition of El Paso Natural Gas operational headquarters from El Paso, TX to Colorado Springs, CO, the pipeline is suspending the cash-out tariff for the current production month. No automatic triggering of cash-out will occur, El Paso said. Cash-out notification requirements will resume in August with the processing of July results. Imbalance paybacks and makeups will continue to be accommodated using existing procedures for resolving physical imbalances.

Five meters at the discharge side of Longview Station on theWillow Springs Lateral in Texas Eastern’s East Texas zone will beshut in today through June 21 for road crossing work and anomalyrepair. The project was delayed two days from a previouslyscheduled Monday start. The same meters will remain shut in June22-27 for previously posted Department of Transportation-relatedwork. In a separate project, Texas Eastern will require the shut-inof all meters upstream of the Iowa (LA) Plant June 21-27 as itupgrades and installs new facilities on Line 41 between Iowa andthe Grand Chenier (LA) Station. The plant’s annual maintenanceshutdown will coincide with the Line 41 outage.
