Idaho regulators announced Friday they were suspending a requested effective date for Spokane, WA-based Avista Utilities’ proposed natural gas and electricity rate increases for its Idaho customers. The Idaho Public Utilities Commission (PUC) set May 9 as the deadline for intervenors filing in the case in which Avista is seeking overall increases of 15.4-16.5% for electricity and no more than 3.3% for gas.

Idaho PUC Approves 4.6% Avista Gas Rate Decrease
As expected, the Idaho Public Utilities Commission Tuesday approved a request from Spokane, WA-based Avista Utilities to lower retail natural gas rates 4.6%, effective last Thursday (Nov. 1). The decrease in the utility’s annual purchased gas cost adjustment (PGA) affects the 70,000 households in northern Idaho served by Avista.
Avista Files $55M WA Gas/Power Rate Increase Request
Spokane, WA-based Avista Utilities Thursday filed with the state of Washington’s regulatory commission, asking to increase electric and natural gas rates by a total of $55.6 million — $51.1 for electricity and $4.5 million for natural gas service. The utility is asking that the change be effective by April 1, 2008. About 70% of Avista’s annual electric and gas revenues come from its operations in Washington serving 228,000 power and 141,000 gas customers.
Coral to Acquire Avista Merchant Energy Unit; $202M Book Value
Shell’s U.S. energy trading arm, Coral Energy Holding LP, has agreed to buy essentially all of Spokane, WA-based Avista Corp.’s merchant energy operations that comprise Avista Energy Inc., the companies said. The value and terms of the sale will not be fully worked out until the closing, which is expected in the late second quarter or early third quarter of this year.
WA Regulators OK Avista Decoupling Pilot
Avista has received approval from the Washington Utilities and Transportation Commission (WUTC) to implement a natural gas revenue decoupling mechanism. The Spokane, WA-based utility said the new rate mechanism will allow it to increase promotion of energy efficiency programs and services to its 140,000 Washington natural gas customers.
