Colorado’s revised state-specific roadless proposal, which the state filed with the Agriculture Department’s U.S. Forest Service earlier this month, would not block new oil and natural gas leasing in national forests of Colorado, but it would prohibit the construction of new roads to carry out these activities in the state’s national forests, according to a spokesman with the Department of Natural Resources (DNR).

Pacific Gas & Electric expanded Wednesday’s customer-specific OFO on its California Gas Transmission system to a systemwide Stage 2 high-inventory OFO for Thursday. The tolerance for positive daily imbalances was set at 5%, with $1/Dth penalties for noncompliance.

Toronto-based Scotia Capital and Scotiabank have acquired some assets and employees from UBS Energy. Specific terms of the transaction were not disclosed. The acquisition includes trading and analytical technology and about 60 personnel. It does not include any of UBS Energy’s trading books; the UBS book for its base metals, oil and U.S. natural gas trading was acquired by Barclays Capital in January (see Daily GPI, Jan. 20). “Energy is a strategic focus for Scotia Capital and of increasing importance to our clients,” said Mike Durland, co-CEO of Scotia Capital. “We have longstanding lending relationships in this sector and the acquisition complements our current energy trading and loan capabilities.”

After issuing a customer-specific Stage 2 low-inventory OFO Monday afternoon on its California Gas Transmission system for Tuesday’s gas day, Pacific Gas & Electric expanded it to a systemwide Stage 2 OFO for Wednesday. Penalties were $1/Dth for exceeding an 8% tolerance on negative daily imbalances in both cases.

El Paso expanded a location-specific Strained Operation Condition (SOC) due to drafting-caused low linepack that it had declared Saturday to a systemwide SOC Sunday. The imbalance tolerance was set initially at 10%, El Paso said, but will be reduced “if conditions do not sufficiently improve.” System linepack had fallen below 7,100 MMcf “with continued takes in excess of scheduled deliveries. Additionally, the San Juan supply basin continues to experience underperformance issues related to the cold weather with an approximate shortfall of 400 MMcf at the present time [Sunday] and [El Paso] is beginning to see underperformance in the Permian supply basin as well. Performance caps have been placed and will continue to be placed on underperforming supplies.” Its Washington Ranch storage facility was on maximum withdrawal, the pipeline said. Interruptible Storage Service was suspended Sunday until further notice.
