Despite some intra-agency sparring over the issue, the Commodity Futures Trading Commission (CFTC) Thursday voted out a proposed interpretive order that prohibits disruptive trading practices in the multi-trillion-dollar swaps market.

Still three months before it makes an official general rate case filing, Sempra Energy’s San Diego Gas and Electric Co. is sparring a major utility consumer group over its plans to file for a $250.4 million increase in its base annual revenues. The utility notified the California Public Utilities Commission on Aug. 1 of its intention to file a general rate case by Dec.1 with an effective date in 2008.

As the Senate began its second day of debate on the omnibus energy bill, President Bush on Wednesday called on Capitol Hill lawmakers to stop sparring over the controversial issues like methyl tertiary butyl ether (MTBE) and get a bill to his desk by the end of summer.
