EIA: Low Storage/Production, Escalating Demand Spell Record Annual Prices in 2003

With working gas in storage expected to hit a record end-of-season low, gas demand slated for solid growth this year and production projected to rise only marginally, the Energy Information Administration (EIA) in its short-term energy outlook for March predicts that the annual average price for wellhead natural gas will be a record high in 2003.

Technical Conference Slated to Probe Koch PAL Deals

FERC has accepted and suspended subject to refund fournegotiated parking and lending (PAL) agreements between KochGateway Pipeline and its marketing affiliate, Koch Energy Trading.In addition, the Commission has scheduled a technical conference onthe matter to explore what it called “serious concerns” raised byprotesters about Koch’s dealings with its affiliate and use of itsnegotiated rate privileges. The Commission in August 1996 grantedKoch’s negotiated rate authority.

California regulators this week are slated to take a criticalstep in eventually opening the natural gas industry to morecompetition when they decide whether to follow staffrecommendations and push for a natural gas consumer protection lawwhen the state legislature reconvenes next month. Staff at theCalifornia Public Utilities Commission are asking the five-memberregulatory body to adopt a proposed consumer protection bill. Thisis in response to the state legislature, which has openly expressedconcerns about unbundling natural gas to the same degree as thestate’s electric industry because of customer and public safetyissues related to the distribution and use of gas.

Half-Day Conference Slated for Independence, MarketLink

FERC announced yesterday it wants to hold a half-day publicconference Sept. 29 to address the “steady flow” of Congressionalinquiries into the Independence and MarketLink pipeline projects.The conference will be used to gather “supplemental information” onthe projects, but the Commission said it does not intend to reopenthe record on them.

More Gas-Fired Generation Slated for TX

Florida-based FPL Energy Inc. said it will build, own andoperate a 1,000 MW, gas-fired power plant in Paris, TX, that willbe one of the largest independent generation projects in the state.Electricity generated at the site, about 100 miles northeast ofDallas, will be sold primarily in the Texas wholesale market. Threefirms, Texas Utilities Electric Co., Texas-New Mexico Power, andConstellation Power Source, have contracts to buy 700 MW of theplant’s output for various periods. Construction of thecombined-cycle plant is to begin immediately. Commercial operationis scheduled for mid-2000. The maximum daily quantity of gas thatwould consumed by the plant is 170,000 Dth/d.
