Offshore Groups, Distributors Press for Eastern Gulf Access in Next Five-Year Leasing Plan
Noting that the United States cannot conserve its way out of the perilous natural gas supply situation, a major gas distribution group and several mostly offshore groups have called on the Interior Department’s Minerals Management Service (MMS) to open up many of the off-limit areas of the federal Outer Continental Shelf (OCS) to production in its upcoming five-year (2007-2012) leasing plan for offshore energy development.

Citing a high rate of unconfirmed transactions at Uinta Lateral delivery points, CIG said it has recently experienced a critical oversupply situation on that portion of its system, resulting in higher than appropriate mainline pressures that “have created problems receiving scheduled quantities of gas from the attached production areas.” In response, CIG declared a Strained Operating Condition for the Uinta and Parachute laterals that took effect Friday until further notice. See the bulletin board for SOC conditions.
Meteorologists Keep Close Watch for 2005 El Nino
Early rumblings about an El Nino weather pattern developing this summer has energy industries and markets monitoring the situation very closely. Such an event would cause a huge shift in summer weather and tropical storm forecasts, thus impacting natural gas demand and pricing levels significantly.

While many pipelines had holiday weekend restrictions in place to deal with extra-cold weather, it was a different situation for Florida Gas Transmission. Saying market area temperatures were forecasted to be mild and linepack was higher, FGT issued an Underage Alert Day notice Thursday with 20% tolerance for positive daily imbalances.

El Paso canceled an Unauthorized Overpull Penalty situation, which had been declared Tuesday, effective with Cycle 3 nominations Friday. The pipeline also reported taking Roswell (NM) Station’s #3 compressor down to replace a turbocharger and to perform mechanical inspections. The action reduced capacity of the San Juan Crossover by 20 MMcf/d from a base capacity of 650 MMcf/d Friday. The constraint is expected to continue through Tuesday.
