Kinder Morgan Energy Partners LP has signed a long-term contract to support the expansion of its Sweeny Lateral pipeline, which it is building from the Kinder Morgan Crude Condensate pipeline to Phillip 66’s Sweeny Refinery in Brazoria County, TX. The expansion will increase the capacity on the 27-mile, 12-inch diameter lateral from an initial 30,000 b/d to 100,000 b/d. Kinder Morgan will add new pumps and an additional 120,000 bbl storage tank at its Wharton Pump Station in Wharton County, TX, and increase the truck offload capabilities at its DeWitt Station in DeWitt, County, TX. “We are pleased to provide Phillips 66 with a flexible option to move more crude and condensate out of the Eagle Ford Shale to their refinery in Sweeny,” said KMP Products Pipelines President Ron McClain. Kinder Morgan’s crude/condensate pipeline, which went into service last June, transports crude/condensate from the Eagle Ford to the Houston Ship Channel.

North Dakota Governor Signs Bill to Help Cut Flaring

North Dakota Gov. Jack Dalrymple on Monday signed into law a measure (HB 1134) offering tax breaks to oil and natural gas operators as an incentive to cut flaring of associated gas at the wellhead on oil wells. HB 1134 was passed last week by the North Dakota legislature. It will be effective July 1.

Mexico state-owned oil monopoly Petroleos Mexicanos (Pemex) has signed a five-year agreement with ExxonMobil Corp. to share technical and scientific information. The agreement renews a previous collaboration agreement between the two companies, said officials. Mexico President Enrique Pena Nieto, who took office in December, recently told reporters that Pemex wouldn’t be sold or privatized, but it would be modernized. Pemex, Mexico’s largest company, provides nearly all of its profits to the federal government. Natural gas production in Mexico has risen slightly from a year ago, but it has fallen over the past four years, according to Pemex. In February, gas output was 6.475 Bcf/d, compared with 6.430 Bcf/d a year ago. However, 2012 gas output averaged an estimated 6.385 Bcf/d, versus 6.594 Bcf/d in 2011 and 7.020 Bcf/d in 2010. Mexico also is a net crude oil exporter, but production fell to less than 3 million bbl in 2011 from almost 4 million bbl in 2003-2004.
