Sempra Energy, Mitsubishi Corp. and Mitsui & Co. Ltd. have signed 20-year tolling capacity and joint venture (JV) agreements to support the development, financing and construction of a liquefied natural gas (LNG) export facility at the site of the Cameron LNG receipt terminal in Hackberry, LA.

Kinder Morgan Energy Partners LP has signed a long-term contract to support the expansion of its Sweeny Lateral pipeline, which it is building from the Kinder Morgan Crude Condensate pipeline to Phillip 66’s Sweeny Refinery in Brazoria County, TX. The expansion will increase the capacity on the 27-mile, 12-inch diameter lateral from an initial 30,000 b/d to 100,000 b/d. Kinder Morgan will add new pumps and an additional 120,000 bbl storage tank at its Wharton Pump Station in Wharton County, TX, and increase the truck offload capabilities at its DeWitt Station in DeWitt, County, TX. “We are pleased to provide Phillips 66 with a flexible option to move more crude and condensate out of the Eagle Ford Shale to their refinery in Sweeny,” said KMP Products Pipelines President Ron McClain. Kinder Morgan’s crude/condensate pipeline, which went into service last June, transports crude/condensate from the Eagle Ford to the Houston Ship Channel.

North Dakota Gov. Jack Dalrymple on Monday signed into law a measure (HB 1134) offering tax breaks to oil and natural gas operators as an incentive to cut flaring of associated gas at the wellhead on oil wells. HB 1134 was passed last week by the North Dakota legislature. It will be effective July 1.

Subsidiaries of Kinder Morgan Inc. (KMI) propelled the company to big profits during the first quarter of 2013, allowing it to raise its quarterly dividend 19% and aligning it for more than $12 billion of expansion and joint venture (JV) projects across North America.

Mexico state-owned oil monopoly Petroleos Mexicanos (Pemex) has signed a five-year agreement with ExxonMobil Corp. to share technical and scientific information. The agreement renews a previous collaboration agreement between the two companies, said officials. Mexico President Enrique Pena Nieto, who took office in December, recently told reporters that Pemex wouldn’t be sold or privatized, but it would be modernized. Pemex, Mexico’s largest company, provides nearly all of its profits to the federal government. Natural gas production in Mexico has risen slightly from a year ago, but it has fallen over the past four years, according to Pemex. In February, gas output was 6.475 Bcf/d, compared with 6.430 Bcf/d a year ago. However, 2012 gas output averaged an estimated 6.385 Bcf/d, versus 6.594 Bcf/d in 2011 and 7.020 Bcf/d in 2010. Mexico also is a net crude oil exporter, but production fell to less than 3 million bbl in 2011 from almost 4 million bbl in 2003-2004.

PDC Energy Inc. has signed a midstream services agreement with MarkWest Utica EMG LLC and plans to nearly double its capital expenditures (capex) in the Utica Shale for 2013 while also increasing its estimated net production.

Enterprise Products Partners LP said Tuesday it has signed up enough customers to support its planned 270-mile pipeline header system to carry ethane from Mont Belvieu, TX, to petrochemical plants in the Gulf Coast region.

Wyoming Gov. Matt Mead on Wednesday signed two laws that are designed to help advance the use of natural gas for transportation in a state rich in gas reserves. The measures, Senate Files (SF) 23 and 52, were less than the industry originally requested.

In the midst of two lawsuits filed by Colorado officials against locally passed oil and natural gas drilling rules, Longmont, CO, gained some support Thursday when the Sierra Club and Earthworks’ attorneys filed a motion to intervene in a lawsuit seeking to invalidate an ordinance passed last year.
