Shippers Sought for LNG Export-Related Pipe
Pacific Trail Pipelines LP (PTP) is seeking shippers for its proposed C$1.2 billion, 463-kilometer (288-mile) Kitimat to Summit Lake Looping Project (KSL Project). Capacity takers would eventually be able to transport Canadian gas to the proposed Kitimat LNG Inc. terminal for liquefaction and shipment to more lucrative markets in the Pacific Rim.

Pacific Gas & Electric did not extend a systemwide Stage 2 high-inventory OFO beyond Saturday, but issued a new one for Tuesday. Penalties of $1/Dth were set for shippers exceeding a positive imbalance tolerance of 5% in the new OFO.

Because Primary firm nomination requests through the Cisco Compressor Station have exceeded the available capacity of 276,000 Dth/d, Northwest notified shippers of a Declared Deficiency Period that began Tuesday. The station is undergoing a turbine changeout that reduces its capacity from the normal 359,000 Dth/d (see Daily GPI, March 4). Based on the design capacity of 359,000 Dth/d, the Daily Deficiency Volume is 83,000 Dth, Northwest said. The Declared Deficiency Period is expected to last through the end of Thursday’s gas day.
Spectra Nabs Precedent Agreements for Northern Bridge Project

FERC last Tuesday approved a settlement resolving a complaint brought against Southwest Gas Storage by shippers on affiliate Panhandle Eastern Pipe Line and other parties, which accused the company of charging “unjust and unreasonable” rates for jurisdictional storage services. The settlement also addressed Southwest Gas Storage’s proposal last year to increase its rates.
