FERC Approves Tennessee Settlement

FERC yesterday approved a contested settlement in whichTennessee Gas Pipeline agreed to offer a discounted transportationto its shippers using the Perryville, LA, hub. This action isintended to further the development of Perryville as a marketcenter.

Transco notified shippers Monday that the North Terrebonne GasProcessing Plant in South Louisiana resumed processing committedplant owner and third-party gas production as of Thursday. Theplant had suspended operations Jan. 1, a Transco spokesman said.

As of Friday, Northwest was requiring shippers with primarycorridor rights southbound through Kemmerer (WY) Station to flow upto 25% of their contract demand from receipt points north ofKemmerer. The percentage under a “must-flow OFO” was increased from15% previously (see Daily GPI, Nov. 20).

Northwest notified shippers of a Declared Stage I OverrunEntitlement Period (Overrun Entitlement) that began Thursday andwill continue through the Oct. 2 gas day or until further notice.The entitlement applies to delivery points north of Kemmerer (WY)Station and subjects a Receiving Party to penalties for overtakesmore than 3% greater than its confirmed nominations. Northwestnoted it has experienced continuous drafting throughout September,resulting in low Jackson Prairie storage levels and low systemlinepack. Additionally, the large unit at Soda Springs Stationimmediately north of Kemmerer went off-line Wednesday due tomechanical problems, reducing station capacity from 470,000 Dth/dto about 430,000 Dth/d. Repairs are expected to take three to fivedays. To avoid cutting primary gas at Soda Springs, Northwest mustrely on Jackson Prairie withdrawals, necessitating the entitlement.

TransCanada Looks for Shippers

TransCanada PipeLines has set an open season through tomorrowfor one-year firm maximum rate capacity for 750,000 gigajoules aday from Empress to several points on its system. Bids will beaccepted for FT contracts to commence anytime between Nov. 1, 2000and March 30, 2001. The FT space is available to the Saskatchewan,Manitoba or Emerson zones, or there is 300,000 gj/d available tothe Eastern Zone (SWDA). TransCanada is not considering annualshort haul transportation in the current posting, but may do so ina future posting.
