Cardinal Midstream II LLC has secured a $200 million equity commitment from EnCap Flatrock Midstream to support midstream infrastructure development in conventional and unconventional resource plays, particularly in Texas, Louisiana, Oklahoma and New Mexico. Cardinal is focused on natural gas and crude oil gathering, compression and centralized production facilities, condensate stabilization, vapor recovery, and natural gas treating and processing. With the new commitment, Cardinal is led by CEO Doug Dormer and President Marc Lyons. Mark Ward has joined the company as COO. Ward has more than 30 years of engineering, operations and project management experience in the upstream and midstream.

Qatar, Centrica Build North American Portfolio

Qatar Petroleum International (QPI) last week secured a multilateral agreement with long-time partner ExxonMobil Corp. to explore North America’s unconventional natural gas, associated gas and export potential. In addition, a newly established partnership between UK utility Centrica plc and QPI clinched a $986 million agreement to buy a package of Suncor Energy’s onshore gas-weighted properties in the Western Canadian Sedimentary Basin.

Contact Exploration Inc. and Pieridae Energy Ltd. have created Pieridae Production LP (PPLP) to focus on natural gas exploration and production in support of Pieridae’s proposed Goldboro LNG Terminal in Guysborough, Nova Scotia. PPLP, which, at least initially, will rely on shale gas in the Frederick Brook Shale.

Spectra Lands Express-Platte Oil Pipelines for $1.49B

Houston-based Spectra Energy Corp. said Tuesday it has secured one of the three major pipeline systems that move western Canadian crude oil to refineries in the Rockies and Midwest, agreeing to purchase the entire ownership interest in the 1,717-mile Express-Platte Pipeline System. The deal is expected to close in the first half of 2013.

The Lone Star West Texas Gateway NGL (natural gas liquids) Pipeline has entered service, transporting NGLs from the Permian and Delaware basins in West Texas to Mont Belvieu, TX, project partners Energy Transfer Partners LP (ETP) and Regency Energy Partners LP said Tuesday.

Gulf Coast Gasification Project Secures BP, Denbury Support

Long-term commercial offtake contracts are secured to build a first-of-its-kind facility in Lake Charles, LA, to manufacture industrial products from petroleum coke (petcoke) using gasification technologies, Leucadia Energy LLC said Monday. The proposed $2.5 billion project is expected to provide up to 1,500 construction jobs beginning next year.
