Transportation Notes

Dominion said interruptible and secondary deliveries were restored Thursday at the following market-area points: Corning Natural Gas, New York State Electric and Gas, Rochester Gas & Electric, Niagara Mohawk, Fillmore Gas and National Fuel Gas Distribution. Those services had been suspended Jan. 18 due to anticipated weather load (see Daily GPI, Jan. 18).

Dominion told shippers that effective with the start of Tuesday’s gas day, there will be no interruptible or secondary capacity available at the following delivery points until further notice: Corning Natural Gas, New York State Electric and Gas, Rochester Gas & Electric, Niagara Mohawk, Fillmore Gas and National Fuel Gas Distribution. Dominion said the reason for this action is “due to the anticipated weather forecasts [and] the duration of these forecasts, as well as the anticipated corresponding firm load requirements.”

SGR Launches Open Season for Pine Prairie Storage Project

SG Resources Louisiana LLC is conducting an open season through Oct. 10 for firm and secondary firm storage services from a proposed gas storage field it plans to develop in Evangeline Parish, LA. The Pine Prairie Energy Center would be located downstream of the Eunice, Kinder and Rayne pipeline constraint points on the Gulf Coast grid, the company said.

Due to maintenance at Station 230C, Tennessee will be restricting through Secondary services at the Niagara River meter beginning with the 9 a.m. Timely Cycle Tuesday and continuing through Wednesday’s gas day. Only Primary nominations will be accepted for these two days.

Price Caps Return to Secondary Gas Market on Sept. 30

With little explanation for its action, the FERC announced last week it will allow a pilot program to expire, restoring price caps on short-term capacity release transactions, effective Sept. 30.

FERC to Let Price-Cap Waiver in Secondary Market Expire Sept. 30

On a day of giving that included certificates for multiple pipeline expansions (see related stories), FERC also showed it can taketh away. The Commission said Wednesday it will let the price-cap waiver expire Sept. 30 in its pilot program on short-term capacity release transactions.

Canadian 88 Losing Duke as Major Shareholder

Canadian 88 Energy Corp. plans to file a preliminary short-form prospectus on Wednesday by way of a secondary offering in Canada after 19% shareholder Duke Energy said it would sell its entire stake in the Calgary-based producer. Duke announced that it has accepted an offer to sell its 25.79 million shares to an underwriting syndicate for C$72.2 million (US$47.2 million) — about C$2.80 each.
