Portland Natural Gas Transmission System isn’t going to make itssecond start-up deadline this month, but officials are promising tobe in service in early February. The pipeline originally expected152 MMcf/d of Canadian gas would begin flowing to New Englandmarkets last November.

Fundamentals, Technicals Bolster January Near $2.00

For the second week in a row, cooler temperatures and spikingcash prices piqued the attention of buyers Monday, prompting shortcovering amid some fresh buying. That enabled the prompt Januarycontract to gap higher on the open, and quickly move to majorresistance at $2.00. But the buying dried up and January was tradedmostly sideways before ticking down at the final bell. Januaryfinished at $1.952, up 9.4 cents for the day.

For the second day in a row Thursday, natural gas futures dippedand rallied within a wide trading band. But in contrast toWednesday’s late price falloff, trading yesterday featured ashort-covering rally before the close that lifted the Januarycontract to its $1.959 settlement price.

January futures gapped lower on the daily charts for the secondday in a row Tuesday by opening 11 cents less than Monday’s low.But in contrast to Monday’s downward price movement, yesterdayfeatured an upward price trend for the session. At the closingbell, the prompt month had climbed its way back up to $1.958-only1.8 cents off Monday’s settle.

Cash Prices Continue Downward Journey

Cash prices across the board Friday displayed softness for thesecond day in a row, reflecting a moderating weather forecast forthe weekend and further into this week. Despite a small late bounceback in some markets, prices in most areas finished the dayaveraging 1 to 10 cents less than Thursday’s levels.

PNGTS Service Delayed Until January

Portland Natural Gas Transmission System has become the secondmajor import pipeline project being delayed well into the winterfrom expected Nov. 1 start up. The pipeline said the 152 MMcf/d ofCanadian gas scheduled to flow to New England markets this fallprobably will not enter the pipe until sometime in January at theearliest.

Second Remand Affects Penalty Revenue

In another case the FERC is going to have to defend its policyof not requiring pipelines to flow through penalty revenues, theU.S. Court of Appeals ruled Friday in remanding a case involvingNorAm Gas Transmission (No. 97-1607). The 2-1 decision in Amoco v.FERC, with Judge Randolph concurring in part and dissenting inpart, did not object to NorAm’s raising penalty rates, but it doesask for an explanation of why the Commission believes penaltyrevenues will be so insignificant as to warrant no consideration.In the year prior to NorAm’s rate filing the pipeline had collected$1.8 million in penalty revenue. The court noted FERC appeared tobelieve that because penalty rates were raised, the incidence ofpenalties would decrease. But “even if a lesser number of penaltiesare imposed, the increased penalty rate might result in a grossincrease in penalty revenue. Moreover – and this is the keyimponderable – whether a shipper will be willing to incur thepenalty depends on his cost in securing alternative supplies in atight market.”

Florida Power Boosting Generation Capacity

Florida Power Corp. filed plans with the Florida Public ServiceCommission to accelerate the building of a second generation unitat its Hines Energy Complex in Polk County. The unit will provideadditional capability to meet growing demand for electricity wellinto the next century. The company has offered to absorbconstruction costs for the plant in its current customer rates.
