Franks Changes his Mind, Plans New Pipe Rules

Despite his promise to the gas industry last year that he wouldn’t change the Pipeline Safety Act of 1995 (see Daily GPI, March 19, 1999), Congressman Bob Franks (R-NJ), chairman of the House Transportation and Infrastructure Subcommittee, who also is running for a Senate seat in his home state, introduced a bill last week that would do just that. His legislation joined a growing stack of pipeline safety bills that have been introduced this session.

FERC Rules on Trunkline Rates; Tosses Charitable Expenses

A CMS Trunkline spokesman said executives had not had time to studythe 110-page order, but based on a quick reading expected it would resultin some reduction of rates. The new formulas included in the order wouldhave to be applied to the underlying data to calculate a specific number.

FERC Rules on Trunkline Rates

The Federal Energy Regulatory Commission issued a decisionWednesday in a Trunkline Gas rate case that appears to make majorcuts in the pipeline’s proposal to collect revenues of $167.3million, or about $5.7 million more than its previous rates. Aspokesperson said the Commission had no estimate of what therevised revenues would be, but would await a compliance filing bythe pipeline.
