Rover Pipeline LLC told FERC Friday that it is ready to start up a host of facilities needed for the final phase of the 3.25 Bcf/d natural gas project and asked for authorization to enter service by the last week of April.

Rover Pipeline LLC has not completed restoration work it agreed to when it received authorization to start up two compressor stations, an issue that could bear on pending in-service authorizations, FERC told the developer this week.

West Virginia’s Department of Environmental Protection (WVDEP) has ordered Rover Pipeline LLC to halt construction activities in the state due to violations of the pipeline’s water pollution control permit.

Full service on the Rover Pipeline will slip to the second quarter of this year, although the project is to ramp up in increments over the next few months, management for sponsor Energy Transfer Partners LP (ETP) said Thursday.
