Recommended Royalty Hikes: Canada is Different

“Alberta’s natural resources belong to Albertans.” This was the key phrase in the recent recommendation by a blue ribbon panel to significantly boost provincial royalties on oil, natural gas and oilsands to collect an additional C$2 billion a year in government revenue. It was a recommendation that ignited an uproar on stock exchanges as irate investors cut C$13 billion off the total value of shares in companies with gas and oil production in the province.

MO Energy Task Force Wants Diversified Fuels to Meet State Demands

The Missouri Energy Task Force, a blue-ribbon panel appointed last December by Gov. Matt Blunt, on Thursday recommended the state adopt a “common-sense approach” to meeting the increasing energy demands within the state. Among other things, the panel recommended diversifying energy sources to include wind-and ethanol-based fuels, as well as increasing conservation efforts to keep energy costs affordable.

Tying the ribbon around its previously announced transaction, Crosstex Energy LP said last week that it has completed the acquisition of a package of assets in Mississippi, Texas, Alabama and Louisiana from Duke Energy Field Services LP (DEFS) for $67.35 million, after the effect of certain purchase price adjustments.

GA Task Force Recommends Reinstituting Regulated Gas Sales

Agreeing that Georgia’s natural gas deregulation program is flawed but not foundering, a Blue Ribbon Natural Gas Task Force empowered by Gov. Roy Barnes recommended last week that the state not give up on the more than three year-old initiative. Instead, the group decided on a list of proposals to reform the program, including the reinstitution of a single regulated marketer.

GA Expected to Adopt Regulated Marketer; Question Is Who?

Almost a month after its preliminary recommendations were agreed upon, the Blue Ribbon Natural Gas Task Force delivered to Georgia Gov. Roy Barnes last week a 35-page final report outlining its proposals for fixing the natural gas system in the state. As expected, the final report proposed the reinstallation of a regulated supplier into the current mix of unregulated retail marketers instead of returning to a monopoly structure (see NGI, Jan. 14).
