The Clinton administration’s retail electricity restructuringbill that was unveiled yesterday had some bad and not-so-bad newsfor natural gas. The bad news was that it requires a maximum 7.5%of annual electricity output to be generated by renewable fuelsources, but on the brighter side the full effect won’t be feltuntil the end of the next decade at the earliest.

Aquila Affiliate Takes $1.7 M Charge, Cuts 60 Employees
Citing a restructuring plan formulated to deal with poor 1998earnings, Aquila Energy’s Aquila Gas Pipeline Corp. (AQP)announced Tuesday it will cut 60 people from its staff of 310. Thecuts will inflict a $1.7 million pre tax charge on the company’searnings.
CNG Restructuring Business Units for Growth
Although 1997 saw record financial results for Consolidated Natural Gas (CNG), the company said last week a management reorganization is needed to ensure further growth. CNG is reorganizing its four local gas utilities and its interstate natural gas pipeline and storage operations.

Occidental Petroleum’s oil and gas drilling subsidiary laid off80 employees in Bakersfield, CA, on Wednesday, and will eliminateanother 130 jobs as part of a restructuring triggered by low crudeoil prices and its poor stock price performance. The subsidiary’swork force at its Bakersfield headquarters will be pared down to135 by eliminating 210 jobs and transferring another 50 employees.The company’s stock price plummeted last month to a new 52-week lowof 17 3/4 from a high of 30 3/4. It’s stock closed up 9/16 onWednesday following the announcement, but fell 1/8 Thursday to 221/8.
ONG Makes ‘Bold’ Proposal to OK Regulators
The way one observer sees it, Oklahoma Natural Gas and ONEOK GasTransportation can ask for whatever they want in their jointrestructuring filing with the Oklahoma Corporation Commission(OCC); they won’t get everything. “It’s a pretty bold proposal. Ican tell you, ONG’s not going to get what they filed for. If you’reasking for something, you might as well ask for the moon,” said thesource, who asked to be anonymous.
