Lack of Access, Litigation Slows North American Energy Development
The United States can achieve energy security only if it is able to convince lawmakers and litigation-minded stakeholders that allowing access to restricted areas would boost oil and natural gas reserves and not add to global warming concerns, a panel of energy experts said last week at the Offshore Technology Conference in Houston.

Vector Pipeline said for Wednesday deliveries would be restricted to 640,000 Dth/d at Dawn and zero at Courtright until the pipeline is able to run a cleaning pig. Excluding the St. Clair delivery point, this restriction does not impact receipts and/or deliveries at any other locations on the Vector U.S. system.

Due to a required but unplanned pipeline inspection, ANR restricted its segment between the E.G. Hill and Custer Compressor Stations in the Southwest Gathering Area to 200 MMcf/d Wednesday. “At this time, it is anticipated this restriction will be in place through the weekend or until more information becomes available,” ANR said. Based on recent nominations, it expected that the reduction would result in the curtailment of nominations associated with IT and Firm Catalog Receipt Points in the affected area.
Victory Energy Enters Joint Venture on New Mexico Prospect
With the current production decline rates in the Gulf of Mexico and restricted access to a number of mineral-rich regions across the U.S., producers are having to look in untraditional places to keep up with the country’s thirst for natural gas. Industry Brief
Cheniere Energy Inc. said Tuesday it has acquired BPU LNG Inc. in exchange for 1,000,000 restricted shares of Cheniere common stock. BPU LNG’s sole asset is a 33.3% limited partner interest in Corpus Christi LNG LP. As a result of the acquisition, Cheniere said it now controls 100% of the Corpus LNG limited partner interests. In December of 2003, Corpus Christi LNG filed with the Federal Energy Regulatory Commission (FERC) for a permit to build and operate a liquefied natural gas receiving terminal near the city of Corpus Christi, TX with daily processing capacity of 2.6 Bcf. In November of 2004, FERC issued a draft Environmental Impact Statement (EIS) concluding that approval of the proposed project, with appropriate mitigating measures as recommended, would have limited adverse environmental impact. Cheniere said it anticipates that FERC will issue a final EIS and grant its permit in the near future. In addition to the Corpus Christi facility, the Houston-based company is developing Gulf Coast LNG receiving terminals near Sabine Pass in Cameron Parish, LA and near the Creole Trail in Cameron Parish, LA. Cheniere is also a 30% limited partner in Freeport LNG Development LP., which is building an LNG receiving terminal in Freeport, TX.
