Spectra Holding Two Open Seasons in British Columbia

Spectra Energy Corp. is holding a pair of open seasons to assess customer requirements for expanded transportation service on its Transportation North (T-North) system and for raw gas gathering and processing service in the Fort Nelson resource area in British Columbia (BC), the Calgary-based company said Tuesday. Both open seasons close May 7.

Transportation Notes

Due to forecasts of mild Southeast weather, Southern Natural Gas cited projections of high storage injection requirements during the weekend in announcing that an OFO Type 6 for long imbalances would be in effect on its system Saturday until further notice. Tiered imbalance penalties will be assessed to shippers exceeding allocated deliveries by 2% or more (those with long imbalances of less than 2% or 200 Dth/d will not be penalized).

Citing “historically high storage inventory levels and projected high injection requirements for the upcoming weekend,” Southern Natural Gas said Friday it was implementing an OFO Type 6 for long imbalances Saturday until further notice (although it said in another notice that the OFO was unlikely to continue Monday). Tiered imbalance penalties were set for positive imbalances exceeding 2%, or 200 Dth, whichever was greater.

The Federal Energy Regulatory Commission at its Thursday meeting gave Arlington Storage Co. a waiver of the agency’s certificate requirements in order to drill up to two test wells and conduct related testing activity to determine the technical and economic feasibility of developing an underground gas storage facility in the Thomas Corners Field in Steuben County, NY [CP08-60]. Arlington Storage is a subsidiary of Inergy LP.

FERC last Thursday proposed revisions to the financial forms, statements and reports submitted by interstate natural gas pipelines to give the agency and shippers more current market and cost information about pipelines.

Energas Resources Inc. has reactivated oil and natural gas production in the Parkway Project in Kentucky after gas testing met pipeline requirements. The company’s field personnel have converted two of the first four wells to electric pump jacks utilizing a timing system to stabilize flow rates and pressure. The two wells have produced approximately 66 MMBtu/d of natural gas and 2 b/d of oil since May 23. Energas is now reevaluating the development strategy and proposed treatment methods for the Parkway Project.

Puget Sound Files Greener Integrated Resource Plan; Gas Key

With a new state global climate change law and increasing industry pressure, Bellevue, WA-based Puget Sound Energy (PSE) Thursday sent a considerably more conservation- and clean energy-focused integrated resource plan (IRP) to the Washington Utilities and Transportation Commission (WUTC), carrying implications for future natural gas-fired power generation in the Pacific Northwest. The new IRP emphasizes energy-saving programs, renewable resources and natural gas-produced electricity supplies over the next 20 years.
