California Drafts Frack Rules, But New Drilling Tepid

As they continue to pursue rules on hydraulic fracturing (fracking), California oil/gas officials are not seeing the increase in exploratory activity or permitting as other shale basins around the nation have experienced. Drilling activity is down slightly compared to this time last year, a spokesperson for the state Division of Oil, Gas and Geothermal Resources (DOGGR) told NGI’s Shale Daily Wednesday.

NatGas Supplier Plans to Tap Into Constitution Pipeline

Constitution Pipeline Co. LLC said Friday it would work with Leatherstocking Gas Co. LLC, a New York-based natural gas supplier, to pursue agreements to design, build and operate delivery interconnects along the natural gas pipeline’s proposed 121-mile route, essentially converting it to an “open access pipeline.”

SemGroup Corp. has rejected a $1.24 billion takeover bid by Plains All American Pipeline LP, but Plains said it intends to continue to pursue the midstream operator. SemGroup, which emerged from bankruptcy in late 2009, purchases, sells, processes, transports and stores crude oil, natural gas, natural gas liquids, asphalt and refined products. It recently had announced plans to increase the capacity of its gas processing facilities in northern Oklahoma, and the board said the increased processing capacity and other long-term strategies offered a compelling future for its shareholders.

PG&E, Regulators Near Approval of Pipeline Agreement

Pacific Gas and Electric Co. (PG&E) will file Wednesday with California regulators its final agreement to pursue an accelerated verification of operating pressures for up to 700 miles of transmission pipeline in heavily populated areas, along with paying a $3 million fine and agreeing to pay an additional $3 million in fines if it fails to meet the new deadlines for completing the pressure testing.
