To resolve concerns raised by the Federal Trade Commission overthe proposed merger of DTE Energy and MCN Energy, MCN has agreed totransfer a property interest to a unit of Unicom Corp. that wouldallow for the use of up to 20 Bcf of natural gas transportationcapacity annually on MCN’s Michigan Consolidated Gas Co. system inthe relevant distribution area.

Sempra Energy, PG&E Corp. and Proxima Gas SA de CV announcedlast week a three-way effort to build and operate a $230 million,212-mile natural gas pipeline to serve the rapidly growing energyloads in the southern end of California and the northern tip ofBaja along the U.S.-Mexico border. The principal target market isnew and existing electric generating plants and “otherenergy-intensive industries” in northern Baja, the sponsors said.

TheCommission has listed discussion of a policy statement on pipelineconstruction certificates on the agenda for its regular openmeeting Wednesday.

Dynegy Offers Risk-Reward Replacement for Auctions

Dynegy Inc. is the only gas-related company so far to publiclypropose an alternative to FERC’s notice of proposed rulemaking(NOPR) that seeks to institute industry-wide auctioning ofshort-term capacity in return for lifting the price cap on thatcapacity. “There’s nothing else that’s been made public,” saidPeter G. Esposito, vice president and regulatory counsel.
