OPS Eyes 10-Year Testing for High-Consequence Area Gas Pipes

The Department of Transportation’s Office of Pipeline Safety (OPS) said it will propose that natural gas pipelines operating in high-consequence areas be initially tested within 10 years of the effective date of its final rule, and re-tested once every 10 years afterward, or less if the inspection is conducted using the lesser-proven direct assessment method.

Marathon, Partners Propose LNG Plant, 400 MW Facility for Baja

Marathon Oil Co. on Thursday proposed building a liquefied natural gas (LNG) regasification and power generation complex near Tijuana in Baja California with project partners Pertamina, Golar LNG Ltd. and Grupo GGS S.A. de C.V. The complex, which would be developed on the Pacific coast south of Tijuana, has a proposed start-up of 2005, with capacity to regasify up to 750 MMcf/d for regional use as well as export to Southern California. A 400 MW gas-fired power plant also would be constructed on the site.

TransCanada PipeLines Ltd. and National Fuel Gas Co. last Wednesday proposed a new 215-mile, 30-inch natural gas pipeline project that would provide initial capacity of 500 MMcf/d from Dawn, ON to the Ellisburg-Leidy area in Pennsylvania. The companies said they made the decision to begin the Northwinds Pipeline, which will cost $350-$400 million, after examining initial technical, environmental and market assessments in Canada and the United States.

Move over El Paso, CIG, Transwestern, Kern River and Questar Pipeline, and make way for another major pipeline project to the California energy market. Kinder Morgan Energy Partners L.P. and independent power producer Calpine Corp. announced yesterday that they plan to build in two stages a 1,160-mile, 1.75-2.25 Bcf/d natural gas pipeline extending from the San Juan Basin to the California border and then to the San Francisco Bay area.

The pipeline received enough marketinterest during an open season last month to file with FERC for a150,000 MMBtu/d expansion of its mainline to Southern California.The proposed Red Rock Expansion was filed yesterday and would beginservice next June if approved.
