Southern said based on weather forecasts and projected system demand, five delivery groups will become subject to an OFO Type Level 1 Tuesday until further notice. Penalties of $10/Dth will apply to shippers whose allocated deliveries in those groups exceed 105% of their daily entitlement, Southern said. See the bulletin board for details.

Corbett Remains Opposed to Severance Tax; Might Consider Impact Fees

With the first meeting of his recently formed Marcellus Shale Advisory Commission set for Friday, Pennsylvania Gov. Tom Corbett remains firmly opposed to a state-imposed severance tax on the natural gas industry, but is open to the idea of local impact fees. And those fees can’t be considered until the local impact of drilling is quantified, a Corbett spokesman told NGI’s Shale Daily Thursday.

ICF International completed the study for the Washington, DC-based INGAA Foundation.

Transportation Notes

Due to cold weather having moved into its market area and based on anticipated demand, Southern projected that storage withdrawal requirements would exceed its capability starting Monday, and thus it implemented an OFO Type 6 for short imbalances that day until further notice. The OFO was extended through at least Tuesday, and Southern said it was “highly likely” that it will remain in place for short imbalances through Friday.
