Sonat reported being notified by plant operator Enterprise Operating Partners LLC that the Toca II processing plant in southeast Louisiana for 10 days of maintenance beginning Monday. Sonat said it would post new PTR (plant thermal reduction) percentages shortly. The pipeline said it expects a richer gas stream, mainly on its south system, as a result of the outage, but does not anticipate any gas quality problems at this time.

Enterprise Restructures Board to Ensure Independence
Following on the heels of its merger with El Paso Corp.’s GulfTerra Energy Partners LLP last month, Enterprise Products Partners LP announced last week it is restructuring its board of directors so that most of the general partner’s directors are independent. Enterprise merged with GulfTerra, El Paso Corp.’s energy partnership, in mid-December (see Daily GPI, Dec. 16, 2003).
Transportation Note
NGPL reported receiving notification that there will be no upstream processing at inputs into the Louisiana Line for January. Absent mitigating actions acceptable to the pipeline, effective Jan. 1 until further notice NGPL may not confirm nominations of any gas source for receipt into the Louisiana Line (Segments 23, 24 and 25) that would cause the line’s gas quality blend to exceed 1,050 Btus per cubic foot. Sonat reported being notified by Enterprise Products Operating L.P. that the Toca 2 processing plant in South Louisiana will be shut down Thursday because of the relationship between prices for natural gas and liquids. As a result, LTA percentages for shippers who elected to process at the Enterprise-Toca plant will be changed to a rate equal to 65% of the rate that was in effect for Dec. 1-11. Shippers were encouraged to communicate with suppliers concerning the level of liquefiable hydrocarbons in their gas supplies for the remainder of December and beyond, and should be prepared to make adjustments in their sourcing arrangements to minimize the amount of liquefiable hydrocarbons entering Sonat’s system.

A maintenance shutdown of the Amerada Hess-operated Sea Robin Processing Plant, expected to last seven to 10 days, has been moved up three days and will begin Saturday. It previously had been scheduled to begin Sept. 17 (see Daily GPI, Aug. 29). The plant will continue dehydration operations during the outage, but Sea Robin Pipeline still anticipates that the heating value content of unprocessed gas deliveries will exceed the maximum limits set by downstream pipes Columbia Gulf and Sabine. Sea Robin said if it is notified by any other downstream pipeline that Sea Robin gas can no longer be accepted, shippers will be given as much notice as possible of the need to move their gas to other delivery points.
Cavell Energy to Build, Acquire Saskatchewan Gas Plants
Less than a week after the company announced it was acquiring a natural gas processing plant, Calgary-based Cavell Energy Corp. said Tuesday that it has finalized plans to build its first gas plant in the Shackleton area of southwest Saskatchewan. According to the company’s plans, the initial phase of the plant will have a capacity of 5.5 MMcf/d, with room for expansion.
El Paso Energy Partners Lines Up 3 New Deals in Texas
El Paso Energy Partners LP (EPN) said it has signed three new contracts totaling 246 Bcf/year of firm transportation capacity on its EPGT Texas intrastate pipeline and gas storage services at its Wilson Storage facility. City Public Service of San Antonio bought five years of firm transportation and storage service beginning July 1; Devon Energy Corp. added five years of firm transportation service beginning Oct. 1; and MGI Supply Ltd., an affiliate of Pemex Gas, began contracting for month-to-month service at the EPGT Texas delivery point located at Penitas, TX, on the Mexico border last month.

Apache Corp. filed a lawsuit last week against Dynegy Midstream Services LP and Versado Gas Processors LLC in the district court of Harris County, TX, claiming that the companies “engaged in bad faith” and broke their contractual obligations to pay for natural gas and natural gas liquids.
