New York Gov. Andrew Cuomo has appointed Richard L. Kauffman as “energy czar” and said he would chair a newly created cabinet position for the Energy Policy and Finance Subcommittee. In a state of the state address, Cuomo said his “ambitious agenda” includes “investments in energy infrastructure, solar power and an electric vehicle network. Kauffman would be tasked with, among other things, creating the state’s first “green bank” within the New York State Energy Research and Development Authority. The bank would offer loans and grants to further “clean” energy deployment, coordinate and leverage the state’s energy spending and alleviate financial market barriers “that currently impede the flow of private capital to renewable energy projects.” Kauffman is a senior adviser to U.S. Energy Secretary Steven Chu. He serves on the boards of the Brookings Institution and the Wildlife Conservation Society.

Houston-based Sanchez Energy Corp., which has a 95,000-net acre position targeting the liquids-rich Eagle Ford Shale, Pearsall Shale, Austin Chalk and Buda Limestone, said its estimated current net production is 4,400 boe/d, of which 84% was oil. This rate represents a 159% increase over the third quarter net production exit rate of 1,700 boe/d (see Shale Daily, Oct. 30). “We continue to see strong well performance across our three focus areas as we execute on the remainder of this year’s development plan,” said CEO Tony Sanchez. “Additionally, we are testing tighter spacing in each of our positions in the Eagle Ford trend and, more specifically, one of the rigs in our Palmetto area is drilling the first of a five-well, 40-acre spacing pilot on the southern part of the Barnhart Ranch.” The company is running two rigs in the Palmetto area, one rig in the Maverick area, and two rigs in the Marquis area.
Encana ‘Cautiously Optimistic’ on Natural Gas, But Liquids Still Focus
Encana Corp. CEO Randy Eresman, whose company is one of the largest onshore producers in North America, said Wednesday the company remains “cautiously optimistic about our natural gas price recovery this year. We continue to see evidence on both the demand and supply front that supports this assertion.”
EPA’s Pavillion, WY, Water Data Needed, Says Encana
With questions lingering about whether hydraulic fracturing (fracking) and the chemicals used in the process are to blame for contaminating the water supply of some Wyoming residents, Encana Corp. has asked the U.S. Environmental Protection Agency (EPA) for “key technical data and information” about water wells re-tested near its natural gas development in Pavillion, WY, to enable the company to properly respond by an October deadline. The U.S. Geological Survey (USGS), however, issued two reports Wednesday that may fill in some of the blanks.
