The Carolinas are calling out for gas and so far three partieshave answered.

Pipes in the Gulf Coast and Appalachia achieved small gains ofup to about a nickel Wednesday, but prices were falling back fromearly highs, leading some sources to doubt whether the cash markethas any more upticks in it for a while. Otherwise most pointscontinued the flat pattern of the previous day.

Canadians are wasting no time making sure production capacitykeeps up with increases in demand for natural gas that pipelineprojects are expected to generate over the next two years,according to an annual deliverability survey released last week bythe Canadian Energy Research Institute. Not even this year’s 30%drop in oil prices hurt producer revenues and budgets enough toslow down gas development.

Advising that pipeline monopoly power has increased with theconsolidation which has been going on over the last several years,Rebecca McDonald, an executive with Amoco and chairman this year ofthe Natural Gas Supply Assoc., warned against a reduction inregulatory oversight.

If pipelines want the freedom to negotiate competitive deals,they must first get rid of the “most notorious symbol of marketpower” – the straight-fixed variable rate design (SFV) – and offervolumetric rates, Dynegy Marketing and Trade told FERC last week.

“Everything basically went back to index,” said a trader onLouisiana pipes Thursday after prices had slipped to either side of$2. Markets were down across the board, even in previously immuneintra-Alberta. Reasons for the softness weren’t hard to find:moderating weather, a huge storage injection report and a plungingfutures screen.

Peace lasted less than two months in the Canadian natural gascommunity. Now comes the hard part of its April 8 agreement onpipeline regulation and competition – thrashing out what it meansin a contest over a small project with big implications.
