CPUC Examines Unbundling SoCalGas Transmission, Storage

In light of “gaming” of natural gas wholesale prices at the California-Arizona border and ongoing pipeline constraints, the head of the California Public Utilities Commission last Wednesday said she and her fellow regulators are looking to go farther than several current proposals for unbundling the intrastate transmission and storage services of Southern California Gas Co.

FGT: Phase IV in Service; Phase V Awaits Approval

Florida Gas Transmission announced that it placed its Phase IV expansion project into service, adding 134 miles of pipeline, 38,000 hp of compression and 200 MMcf/d of new firm transportation capacity to the system. Seven shippers signed 20-year agreements for the capacity.

M&NP Applies To NEB For New Tolls

Canada’s National Energy Board has received an application from Maritimes & Northeast Pipeline Management Ltd. to approve final tolls from Test Period 2001, which runs October 2000 through Dec. 31, 2001, and for Test Period 2002, which runs from Jan. 1, 2002 through Dec. 31, 2002. M&NP has been operating on interim tolls approved by the NEB since Oct. 1, 2000.

Donaldson will be responsible for short and long term sales, market development, customer service and new service development. Maiorana will provide financial and regulatory oversight and contract administration. Malinowski will be responsible for new business opportunities. IntercontinentalExchange (ICE), an online marketplace for over-the-counter (OTC) energy and metals products, announced the appointment of David S. Goone as senior vice president.Goone will be responsible for expanding ICE’s product line. He joins ICE from the Chicago Mercantile Exchange where he was managing director/senior vice president product marketing.

Williams Transco pipeline has 526,000 Dt/d of binding commitments for its Momentum Expansion Project which “will be one of the largest mainline expansion projects constructed in Transco’s 50-plus year history,” according to Gary Lauderdale, senior vice president and general manager of the line.

EIA: Supply Fears Prop Up Spot, Futures Prices
