Panda is the Latest Player in FL Generation Market

Panda Energy Intl. Inc. paved the way for its entrance into theFlorida generation market last week by announcing that petitionsfor determination of need have been filed with the Florida PublicService Commission to build two 1,000 MW power plants. Both plantswill cost $300 million and are expected to begin commercialoperation in May of 2003.

Chevron Petitions Supreme Court

Chevron announced last week it has filed a petition asking theU.S. Supreme Court to hear a $742 million breach-of-contract casefirst brought against Gulf Oil Co. in 1982 by Cities Service Co.,which was bought by Occidental in 1984. Dawn Soper, a Chevronspokesperson, said it is now up to the court to rule on thepetition.

Producers Petition for Review of Royalty Rulings

A Louisiana producer has challenged a decision by the InteriorBoard of Land Appeals (IBLA) that held it owes royalties not onlyon the sale of its production to a marketer at the wellhead, butalso on the amount paid to the marketer for selling that productiondownstream.
