Westcoast Energy dealt the 650 MMcf/d TriState Pipeline project a potentially fatal blow last week by exiting the project partnership, which now includes only CMS Energy, and signing on with TriState’s main competitor, the 1 Bcf/d Vector Pipeline. Westcoast dropped its 33% stake in TriState and purchased a 30% equity stake in Vector from project operator Enbridge Inc. It also committed to take 240 MMcf/d of firm capacity in the $500 million Vector project.

As of Oct. 1, SouthStar willbe serving more than 450,000 new gas customers in Georgia. Theearnings per share impact of this venture for the first nine monthsof the year was -$0.10/share. Piedmont also noted that weather inits territory was 57% of the thirty-year normal heating degreedays. The company’s margin (revenues less cost of gas) was $44.4million compared with $45.5 million for the comparable year-agoperiod. For the nine-month period, basic earnings per share were$2.17, compared with $2.32 for the year-ago period, and margin was$279.8 million compared with $282.6 million for the prior yearperiod.

Palmetto Interstate Pipeline Co., a partnership of SouthernNatural and Carolina Power & Light, said it is extending itsopen season for firm transportation capacity on its proposed systemuntil June 30. Palmetto is planning to build a line that would run fromSonat’s terminus in Aiken, SC, to an interconnect with NorthCarolina Natural Gas – which is being purchased by CP&L – inRoberson, NC. CP&L plans to subscribe for a substantial portionof Palmetto’s 200 MMcf/d to 300 MMcf/d capacity to fuel newelectric generation being developed in the Carolinas, with theremainder to be used to increase regional gas availability.CP&L said it plans to build 4,000 MW of gas-fueled generationin the Carolinas by 2007. Palmetto said it plans to have Phase I ofits system in service in April 2002 with up to 300 MMcf/d ofcapacity. Two later phases in the following two years would addcapacity to the system.

Viking to Pursue Its Own Pipeline Expansion
Viking Gas Transmission formally dropped out of the VikingVoyageur partnership earlier this week and now plans to test themarket for a separate, smaller expansion of its existing system,VGT President Greg Palmer, a former spokesman for Voyageur, saidyesterday. VGT intends to hold an open season to collect customerinterest in the project this summer.
Cumberland Holding Open Season
Cumberland Gas Pipeline Co., a general partnership of Williamsand AGL resources subsidiaries, is holding an open season for firmcapacity that started Monday and runs to May 29. The 141-mileCumberland Pipeline will initially consist of existing pipelineinfrastructure created by combining the 27-mile Suwanee lateral onWilliams’ Transco pipeline and Atlanta Gas Light’s 102-milemainline. The pipeline will run from the Transco mainline in WaltonCounty, GA, to Atlanta Gas Light’s interconnect with East TennesseeNatural Gas Co. in Catoosa County, GA. New facilities are expectedto be expanded north into Tennessee.

Sonat Energy Services purchased a 50-percent limited partnershipinterest in GPU International’s Mid-Georgia Cogen L.P. power plant.”Our experience in both natural gas and power marketing has shownus that investing in state-of-the-art natural gas-fired electricpower generation is a key ingredient to providing our customerswith the services they need in today’s competitive market,” saidSonat Energy Service s President Richard Bates. The 300 MWcogeneration power plant is a dispatchable natural gas-fired,combined cycle facility located in Kathleen, GA. It is scheduled toenter commercial operation in the second quarter of 1998. Inaddition to providing thermal energy to a Frito-Lay snack foodprocessing plant and electrical capacity to Georgia Power, thefacility also will be available to sell wholesale energy to avariety of customers. Mid-Georgia Cogen is the first independentpower project developed in Georgia.
