State regulators continue to be the primary overseers of shale natural gas development, but because of the speed at which the boom shifted — and continues to shift — the energy marketplace, the dynamic environment has created challenges for the energy industry and all of the stakeholders involved, according to a report by Resources for the Future (RFF).

Eddie LeBlanc will take over as CFO and executive vice president at SandRidge Energy Inc. on July 8, the operator said. LeBlanc formerly was CFO at East Resources Inc. from 2010 until 2013. Before that, he also served as CFO at PostRock Energy Corp. (2009-2010), Ascent Energy Co. (2003-2007), Range Resources Corp. (2000-2003), and Coho Energy Inc. (1995-1999). He has a bachelor of science in business administration from the University of Louisiana at Lafayette and is a certified public accountant and chartered financial analyst. LeBlanc is moving into the office formerly occupied by James D. Bennett, who recently was named CEO (see Daily GPI, June 20). Bennett began as SandRidge’s CFO in January 2011 and he was named president in March.

Following key pipeline infrastructure upgrades over the past two years, MDU Resources Inc.’s Boise, ID-based Intermountain Gas Co. has told Idaho state regulators it should be able to serve the natural gas needs of the southern part of the state without any significant new capital projects during the next five years.

The Pennsylvania Public Utility Commission (PUC) said Thursday that localities affected by oil and gas drilling in 2012 will collectively receive $102.7 million from impact fee revenue generated by Act 13, the state’s omnibus Marcellus Shale law.

As president of North America operations, Shellebarger would oversee exploration and production activity across all of the producer’s assets in the United States and Canada.

The U.S. unconventional boom is far from over, but exploration and production (E&P) operators face a “reality check” from an increasingly stringent regulatory environment and “very real limitations” to domestic natural gas and oil infrastructure, according to BDO USA LLP.
