The 1 Bcf/d Canaport LNG terminal has marked its official opening, giving Spain’s Repsol YPF greater access to U.S. and Canadian natural gas markets. The liquefied natural gas (LNG) terminal received its first cargo in June (see NGI, June 22). It can supply up to 20% of New York and New England’s gas demand, according to Repsol. The terminal facility has the capability to store 9.9 Bcf of gas in liquefied form. Canaport LNG is the first to be completed of 10 key projects included in Repsol’s 2008-2012 strategic plan. It is the first land-based LNG receiving and regasification terminal built on the East Coast of North America in 30 years and the first LNG receiving and regasification terminal in Canada. Repsol partnered with Fort Reliance, Irving Oil’s parent company and owner of Canada’s largest oil refinery, in the construction of the terminal. Repsol is the managing general partner with a 75% stake and has contracted for 100% of the plant’s capacity. Repsol began selling gas in the Northeastern United States in 2008. The company said it plans to quadruple its global volumes of LNG sold by 2012.

Kelliher Departure Clears Way for Obama to Name Dem Successor

FERC Commissioner and former Chairman Joseph T. Kelliher resigned from the Federal Energy Regulatory Commission effective Friday, opening the door for President Obama to bring in his own candidate for commissioner and possibly the next chairman of the five-member agency.

Early Surge Withers; November Off 4.5 Cents

Natural gas futures closed lower Monday after an opening run that took prices to the highest levels in two weeks. Reports of cooler weather in the latter half of the six- to 10-day period aided bulls, but realization of ample supplies quickly tempered their enthusiasm and prices fell. Traders also noted a continued bearish technical environment. The November contract fell 4.5 cents to $6.741 , and the December contract dropped 8.5 cents to $6.991. November crude oil rose $2.40 to $74.25.

Oregon Governor: State Needs to Explore All Options, Even LNG

Oregon Gov. Ted Kulongoski held a one-day Energy Summit last Wednesday for the major stakeholders from the public and private sectors in his state, and in his opening and closing remarks he broadened his outlook to be all-inclusive of various traditional and alternative energy options, including the import of liquefied natural gas (LNG). Kulongoski would not rule out any options and said he will soon create a new state unit to ferret them out.

Sempra Liberty Gas Storage Project Delayed Indefinitely

San Diego, CA-based Sempra Energy has pushed back indefinitely opening its 17 Bcf Liberty Gas Storage project in Louisiana that is tied to its liquefied natural gas (LNG) receiving terminal in the final months of construction at Cameron, LA, on the Gulf of Mexico. Other than oblique references to construction issues, Sempra offered no details, nor a new target date, for the redeveloped underground salt dome cavern.

Sempra Energy’s Gas Plans Bloom

With the advent of the West Coast’s first liquefied natural gas (LNG) terminal opening along the Pacific Coast of Baja California, Mexico, later in the second quarter, San Diego-based Sempra Energy confirmed last Wednesday that the expansion of its North Baja natural gas pipeline has been completed. The pipeline now can carry supplies from the Costa Azul LNG terminal to markets in California and Arizona.
