Maritimes & Northeast Pipeline said it signed a contractwith Enbridge Gas New Brunswick to jointly build a number offacilities required to serve the local distribution system in theprovince. Maritimes hopes to construct the facilities this year,depending on construction timelines and regulatory approvals. Itplans to apply soon for authorization from the National EnergyBoard to construct the seven custody transfer stations and the twosections of transmission pipeline. Maritimes will conduct a seriesof open houses in New Brunswick prior to submitting applications tothe National Energy Board. Meanwhile clearing activities continueon the Halifax Lateral Pipeline project. More than 80% of theclearing has been completed.

Phillips subsidiary GPM Gas Corp. and a number of other NorthernNatural shippers are befuddled by a complex negotiated ratetransaction between Northern Natural and its affiliate Enron NorthAmerica Corp. that covers 295,000 MMBtu/d of firm transportationspace, or about one-third of Northern’s pipeline capacity. Thecontract was filed at FERC on Oct. 29 (Docket No. RP96-272).

GPMhas filed a protest and request for technical conference with FERCon the matter, saying the transaction is large, complex and maydiscriminate against other shippers.

Pipe Y2K Plans Have Shippers Worried

Dynegy Inc. told FERC last week it’s becoming alarmed at thegrowing number of varying Y2K contingency plans being filed bypipelines. The Commission should agree to allow one set ofprocedures for the entire industry, Dynegy suggested. Otherwisethere could be a state of panic on New Year’s eve when shippershave to deal with multiple sets of Y2K emergency nominationprocedures.
